Site Plan Review <br /> <br />A site plan review is required based on the described substantive changes to an approved site plan <br />and existing developed site. The proposed noise barrier wall is characterized as a screen or buffer, <br />which is defined by the Code as designated units of yard or open area where setbacks, landscaping, <br />berming, walls, and fencing help minimize adverse impacts of public nuisances, such as: noise, <br />glare, activity, or dust, which are often times associated with parking, storage, signs or buildings. <br /> <br />Requirements for screening are established in Section 1325.05 Design Standards of the Zoning <br />Code. Deviation from these requirements may be permitted after Planning Commission review <br />and Council approval of a site plan with documentation showing the unusual circumstances <br />justifying the proposed deviation and plans for the proposed fence, wall, or landscape screening. <br />This provision is intended to allow flexibility in meeting the purpose and intent of this subdivision <br />without the necessity of proving a hardship as is required for a variance. <br /> <br />Plan Evaluation <br /> <br />Chapter 13, Zoning Code Review <br /> <br />The proposed noise barrier wall is evaluated based on the provisions in Sections 1325.05 – Design <br />Standards and 1325.055 – Tree and Landscaping Preservation of the City Zoning Code.
