Minutes of the Arden Hills Regular Council Meeting, 11-27-89
Page 2
SOD (Cont'd) Councilmember Hansen recalled the City Engineers of Arden
Hills and Roseville had reviewed this problem and
reported that the sod was not defective; both noted the sod was not watered and
. therefore did not survive.
Sheledich stated he watered the sod as much as he watered his regular lawn; noted
his lawn survived. He stated other residents on the Arden Hills portion of
Glenhill Road also had problems with their sod replacement. Shelendich offered
the name of Debbie Lynn as a resident who was not pleased with the sod
replacement.
Clerk Administrator Berger explained the claim for sod was forwarded to the City
Insurance Agency and the company is pursuing the appeal in this case, not the
City Attorney. He advised he was not the Clerk Administrator at the time the
improvement was completed and he was provided information relative to this matter
by the City Engineer and Public Works Supervisor.
After discussion, Council directed Engineer Maurer to review the complaint and
make a recommendation to Council at their next regular meeting held December 11.
Councilmember Hansen commented it may be appropriate to wait until spring since
there is snow on the ground at this time; suggested Maurer contact other
residents on both sides of Glenhill Road to determine if they were unhappy with
the sod replacement.
AMBLE ROAD Council was referred to a memorandum from Deputy Clerk
SUBDIVISION Iago dated 11-22-89, regarding a request from Roger
CONCERNS; ROGER Aiken, 4360 No. Hamline Avenue, to discuss his concerns
AIKEN, 4360 NO. relative to the Amble Road Lot Split recently approved
. HAMLINE AVENUE by Council.
Roger Aiken appeared before Council and distributed an outlined of his concerns,
dated 11-27-89. He reviewed the three areas of concern: I. Notification to
residents of pending subdivisions, 2. Park Dedication, and 3. Engineering,
Grading, and Drainage Plans for the lot split.
Aiken stated he would prefer to see a more detailed plan for grading, drainage
calculations to include a larger area, and some form of assurance that the
grading will be properly accomplished prior to building.
Councilmember Hansen questioned if the area of Karth Lake will be affected by
additional runoff.
Engineer Maurer reviewed the drainage patterns across the property and stated the
calculations were based on storage capacity of the pond area. He advised the area
is fully developed and the creation of one additional lot with a building would
not significantly impact the drainage.
Aiken referred to the park dedication for this subdivision and suggested the
Council reevaluate the calculations based on market value of the lot created and
previous park dedication for this site.
Aiken noted there was no notification to residents in this area of the
application for the Amble Road minor subdivision or the subdivision on Wyncrest
. Court. He suggested Council consider establishing a policy which requires
notification be sent to residents in the immediate area when an application of
this type is filed.
