Minutes of the Arden Hills Regular Council Meeting, 11-27-89
Page 3
AMBL E RD. (Cont'd) Council concurred to direct Engineer Maurer to review
this site and the drainage calculations to insure they
are correct, taking into consideration information received from Roger Aiken and
. to report to Council at their regular meeting held December 11. Council further
advised they would consider implementing a policy for notification of residents
on applications which do not require a public hearing at a future worksession
meeting.
PARK DEDICATION; Council was referred to a memorandum from Councilmember
AMBLE ROAD LOT Mahowald dated 11-16-89, outlining his recommendation for
SPLIT, WEGLEITNER resolution of park dedication for this newly created lot.
Mahowald explained he reviewed recent park dedication fees for residential
development and based the amount on comparable negotiations. He further stated
the park dedication for this parcel was settled when previous approval was
granted for this site in 1978 and it is his belief the proposal is reasonable.
Hansen moved, seconded by Malone, that Council accept the
amount of $600.00 for park dedication for the newly created lot on Amble Road, as
recommended by Councilmember Mahowald. Motion carried unanimously. (5-0)
PUBLIC HEARING
RES. 1189-52 ; Mayor Sather opened the Public Hearing at 8:30 p.m., for
VAC. EASEMENT the purpose of Vacation of Drainage and Utility Easements
LOTS 2 & 3, on property owned by Melban Fish and Donald Anderson,
DALSOREN ADDN. generally located on Glenpaul Avenue.
. Deputy Clerk Iago verified publication of the Notice of Hearing in the New
Brighton Bulletin on Wednesday, November 15, 1989, and mailing to affected
property owners the same date.
The Mayor asked if there was anyone present who wished to be speak in favor of or
opposed to this matter.
There was no response. The Mayor closed the Public Hearing at 8:32 p.m.
Councilmember Malone recalled this matter was before Council to approve the lot
line adjustment between the Fish and Anderson properties; questioned if the City
retains an easement on the former lot line.
Deputy Clerk Iago reported there are no utilities along the former lot line and
the City does not have an easement across the former line. She stated the City
Attorney was contacted and it was his opinion it is not necessary to obtain an
easement on the original property line since there are no utilities located on
the property line.
Malone moved, seconded by Hansen, that Council adopt
Resolution No. 89-52, Vacating A Portion Of A Utility And Drainage Easement, Lots
2 and 3, Block 1, Dalsoren Addition. Motion carried unanimously. (5-0)
BLDG. PERMITS; Council was referred to a memorandum from Building
PLAN REVIEW FEE Inspector David Kriesel dated 11-16-89, recommending
. & 1988 UBC FEES Arden Hills collect a plan review fee of 65% of the
INCREASE building permit fee on all residential, commercial and
industrial building permit applications, as mandated by
State Law.
