<br /> Minutes of the Arden Hills Regular Council Meeting, 11-27-89 <br /> Page 4 <br /> FEES (Cont'd) Malone moved, seconded by Hansen, that Council amend the <br /> current Building Permit Fee Schedule to collect a plan <br /> review fee in the amount of 65 percent of the building permits fees issued for <br /> . all residential, commercial and industrial building permit applications. Motion <br /> carried unanimously. (5-0) <br /> Mayor Sather noted Council will consider adoption the 1988 UBC fee schedule after <br /> it has been adopted by the State of Minnesota. <br /> RESCHEDULE MTGS. Council was referred to a memorandum from the Clerk <br /> & CHANGE MTG. TIME Administrator dated 11-20-89, regarding rescheduling <br /> Council meetings for December/January, due to holidays <br /> and requesting the meeting time be moved forward to 7:00 p.m. <br /> Berger stated the City Code requires Council to meet on the next day following a <br /> holiday if the meeting date falls on a holiday, and also requires Council meet on <br /> the first regular business day in January. The purpose of meeting the first <br /> regular business day in January is to appoint administrative personnel. <br /> Deputy Clerk Iago stated the City Attorney had reviewed State Statutes and <br /> advised Council is not required by State Law to meet the first business day in <br /> January, however, the existing City Code does require the meeting. She explained <br /> Attorney Filla commented that Council may reschedule the required meeting to the <br /> first regular meeting date in January and he could draft an amendment to the <br /> Ordinance which eliminates a meeting on that day. <br /> Acting Attorney Ron Riach suggested Council extend the 1989 appointments of <br /> personnel to the rescheduled meeting date. <br /> . Mahowald moved, seconded by Hansen, that Council <br /> reschedule the Monday December 25, 1989 Council meeting to Tuesday, December 26, <br /> 1989 at 7:30 p.m. and the Tuesday, January 2, 1990 Council meeting to Monday, <br /> January 8, 1990 at 7:30 p.m., and that all personnel appointments be extended <br /> until the Council meeting held January 8, 1990. Motion carried unanimously. (5-0) <br /> After discussion, Council concurred to retain the regular Council meeting time at <br /> 7:30 p.m. <br /> PUB. SAF /WKS. Councilmember Hansen reported on the Public Safety/Works <br /> COMMITTEE meeting and projects they were interested in studying. <br /> Hansen stated the committee discussed several items for study and concluded they <br /> would be interested in setting up a Spring Clean-up Day and discuss methods for <br /> resolving yard waste disposal. She advised the committee suggested preparing a <br /> survey for distribution to residents regarding both items and including <br /> definitions of road improvements; the survey could be included in the Town Crier. <br /> Councilmember Mahowald stated the Parks Committee has discussed distribution of a <br /> survey and suggested Council consider preparation of a joint-survey at a future <br /> worksession meeting. <br /> Mayor Sather advised the Northern Mayors Association has discussed yard waste <br /> disposal and recycling issues; they are requesting two persons from each <br /> . community to serve on a board to study these matters. Sather suggested Hansen <br /> poll the PS/W Committee for volunteers to serve on the board. <br /> SECRETARY; Councilmember Hansen reported the Public Safety/Works <br /> CITIZEN COMMITTEES Committee had expressed interest in having a recording <br /> secretary present at their meetings. <br /> -- ---- <br />
