She noted the psjw Committee has had difficulty with members volunteering to . record the minutes; questioned if other committees are experiencing the same problem. Hansen suggested Council consider reinstating a staff member to serve as secretary or hiring a part-time person to serve as recording secretary for all citizen committees. Council directed the Clerk Administrator to review the costs for hiring a part-time person as a recording secretary or reinstating the practise of utilizing a staff person, to be compensated for overtime, and report to Council at the next regular Council meeting. WINTER PARKING Councilmember Hansen advised the PSjW Committee discussed REGULATIONS winter parking and enforcement of parking regulations; it was suggested that Council consider implementing a parking ban on all streets, during the winter months, between the hours of 10:00 p. m. and 7:00 a.m. Public Works Supervisor Winkel reported the staff has experienced problems with "Snowbirdtt vehicles while plowing; noted that enforcement of the current Ordinance has been lacking over the years due to former Council directives. After discussion, Council concurred to direct the Clerk Administrator to forward a letter to the Ramsey County Sheriffs Department which authorizes strict enforcement of the current Ordinance, including towing of vehicles in violation of the Ordinance and further discuss vehicle parking at the Council worksession in January. . Council requested Attorney Filla attend the January worksession and be prepared to discuss a "modelll Ordinance relating to winter parking regulations and enforcement. COUNCIL COMMENTS MISCELLANEOUS Councilmernber Hansen advised she will be on vacation VACATION December 25 through January 7. COUNCIL AGENDA Councilmernber Hansen noted the Council Agenda was not PUBLICATION published in the New Brighton Bulletin; suggested staff contact the Bulletin and request publication of all agendas. She noted the Bulletin does not have to publish the agenda if there is not sufficient space in the newspaper. PUBLIC HEARING; Councilmember Mahowald questioned if a date has been 1990 BUDGET determined for a Public Hearing on the 1990 Budget. The Clerk Administrator advised the School District and County hearing dates conflict with the regular Council meeting dates; suggested the Council schedule a public hearing for December 12, 1989. Malone moved, seconded by Mahowald, that Council schedule a Special Council Meeting and Public Hearing for the purpose of discussing the .e 1990 Budget on Tuesday, December 12, 1989, at 7:30 p.m., at the City Hall. Motion carried unanimously. (5-0)
