<br /> Minutes of the Arden Hills Regular Council Meeting, 11-27-89 <br /> Page 5 <br /> SECRETARY (Cont'd) Hansen explained previously all committees had a staff <br /> member present to serve as secretary to the committee. <br /> She noted the psjw Committee has had difficulty with members volunteering to <br /> . record the minutes; questioned if other committees are experiencing the same <br /> problem. Hansen suggested Council consider reinstating a staff member to serve as <br /> secretary or hiring a part-time person to serve as recording secretary for all <br /> citizen committees. <br /> Council directed the Clerk Administrator to review the costs for hiring a <br /> part-time person as a recording secretary or reinstating the practise of <br /> utilizing a staff person, to be compensated for overtime, and report to Council <br /> at the next regular Council meeting. <br /> WINTER PARKING Councilmember Hansen advised the PSjW Committee discussed <br /> REGULATIONS winter parking and enforcement of parking regulations; it <br /> was suggested that Council consider implementing a <br /> parking ban on all streets, during the winter months, between the hours of 10:00 <br /> p. m. and 7:00 a.m. <br /> Public Works Supervisor Winkel reported the staff has experienced problems with <br /> "Snowbirdtt vehicles while plowing; noted that enforcement of the current <br /> Ordinance has been lacking over the years due to former Council directives. <br /> After discussion, Council concurred to direct the Clerk Administrator to forward <br /> a letter to the Ramsey County Sheriffs Department which authorizes strict <br /> enforcement of the current Ordinance, including towing of vehicles in violation <br /> of the Ordinance and further discuss vehicle parking at the Council worksession <br /> in January. <br /> . Council requested Attorney Filla attend the January worksession and be prepared <br /> to discuss a "modelll Ordinance relating to winter parking regulations and <br /> enforcement. <br /> COUNCIL COMMENTS <br /> MISCELLANEOUS Councilmernber Hansen advised she will be on vacation <br /> VACATION December 25 through January 7. <br /> COUNCIL AGENDA Councilmernber Hansen noted the Council Agenda was not <br /> PUBLICATION published in the New Brighton Bulletin; suggested staff <br /> contact the Bulletin and request publication of all <br /> agendas. She noted the Bulletin does not have to publish the agenda if there is <br /> not sufficient space in the newspaper. <br /> PUBLIC HEARING; Councilmember Mahowald questioned if a date has been <br /> 1990 BUDGET determined for a Public Hearing on the 1990 Budget. <br /> The Clerk Administrator advised the School District and County hearing dates <br /> conflict with the regular Council meeting dates; suggested the Council schedule a <br /> public hearing for December 12, 1989. <br /> Malone moved, seconded by Mahowald, that Council schedule <br /> a Special Council Meeting and Public Hearing for the purpose of discussing the <br /> .e 1990 Budget on Tuesday, December 12, 1989, at 7:30 p.m., at the City Hall. Motion <br /> carried unanimously. (5-0) <br />
