He asked which Ordinance superceded the <br /> other. Mr. Parrish replied the more restrictive requirement superceded the other <br /> Ordinance. <br /> Chair Sand stated he was uncomfortable approving this without clarification in the <br /> Ordinances. He stated he was inclined to vote against it. <br /> Commissioner Lemberg stated he would like to see a perspective as to what the proposed <br /> boathouse would like from the other side of the lake. <br /> Commissioner Bezdicck moved, seconded by Commissioner Zimmerman, to deny <br /> PlaJming Case #02-15, Fred and Sylvia Bemdt Special Use Permit Amendment based on <br /> the following findings: <br /> 1. The proposed boathouse does not further the pUlpose and intent of Zoning <br /> Ordinance Section I (B) (2) "to promote the character of and preserve and <br /> enhance the properties and areas within the city ineluding wetlands, ponds and <br /> marshes. <br /> The motion carried unanimously (7-0). <br /> e CASE #02-16 - NORTH HEIGHT LUTHERAN CHURCH, 1700 WEST HIGHWAY %, <br /> SIGN STANDARD ADJUSTMENT - PUBLIC HEARING <br /> Staff reviewed their July 9, 2002 report and recommended approval of the sign standard <br /> adjustment as presented. <br /> Chair Sand stated he had misplaced his copy of the Sign Ordinance and requested a copy <br /> of this Ordinance be sent to him. <br /> Chair Sand asked if the Sign Ordinance prohibited the electronic sign age. Mr. Parrish <br /> replied the previous Sign Ordinance prohibited electronic signs, but the current ordinance <br /> did not. <br /> Commissioner Lemberg asked if this would be a revolving, flashing sign. Mr. Parrish <br /> replied the top part of the sign would be fixed, in-place type. The electronic pOltion <br /> would be on the bottom oflhe sign. <br /> Chair Sand opened the public hearing at 8:50 p,m. <br /> Mr. Logelin, North Heights Lutheran Church Minister of Administration, stated the <br /> purpose of the sign would be for traffic management. He stated it would be located l75 <br /> feet from the south of Highway 96. He stated it was 8 feet wide by 5 feet 8 inches height. <br /> He stated they had three entrances and one of thc problems they had was people not <br /> e knowing where to go once they got to where they were proposing to put the sign. He <br /> indicated when people stopped to ask for directions, the traffic would back up on <br /> Highway 96. He stated they did not intend to flash or circulate the sign because it would <br /> add to the confusion. He noted this sign would also eliminate elutter on the property by <br /> people not putting temporary signs on the road. <br />
