<br />Comparison of Other Cities' Therapeutic Massage Regulations for Home Occupations . <br />Some of the cities surveyed did not require a permit for home occupations, they were <br />simply allowed. Other cities required a Conditional Use Permit for certain home <br />occupations. New Brighton and Shoreview through their regulations did not allow <br />Therapeutic Massage as a home occupation. The use was allowed outright as a home <br />occupation in Roseville (Roseville and New Brighton do not require permits for home <br />occupations in general, they are simply permitted uses). Blaine and White Bear Lake do <br />allow Therapeutic Massage as a home occupation; however both require Conditional Use <br />Permits. In White Bear Lake a I-year trial basis is required to ensure that the home <br />occupation is not detrimental to the surrounding residential neighborhood. The <br />regulations for the City of Blaine appear leave room for a therapeutic massage as a <br />conditional use permit. The Conditional Use Permit must be renewed every year; <br />however, the annual renewal only requires administrative approval and payment of an <br />annual permit fee. <br />Standards for Therapeutic Massage <br />Based on the language from the communities which have established specific <br />Therapeutic Massage regulations, Qr permit Therapeutic Massage as a home occupation; <br />standards for this type of use should include: <br />A. A requisite number of hours of certified Massage Therapy training (400-500 <br /> hours were required by other communities). <br />B. Being a member in good standing with the Minnesota Therapeutic Massage <br /> Network, American Massage Therapy Association, or similar organization. . <br />C. Insurance requirements to cover death, personal injury, or property damage to a <br /> specified dollar amount. ($300,000 to $1,000,000 were required by other <br /> communities) <br />D. Hours of operation for the massage business (8a-1 Op weekdays, 10-6 weekends, <br /> etc.) <br />E. Mechanism for inspection (monthly, semi-annually, annually, etc.) during regular <br /> business hours. <br />F. Renewal of permits (annually, first for one year and then every three years <br /> thereafter, etc.) and permit fees. <br />G. A specific room/area reserved for the Therapeutic Massage business (not to <br /> exceed % of the total floor area. <br />H. Compliance with other home occupation requirements. <br />I. Compliance with Zoning, Fire, Building, and Health codes. <br />Discussion Ouestions <br />. If the Planning Commission would like to proceed with amending the current <br /> massage regulations or creating new massage regulations, should we: <br /> I. Eliminate Section 330.03 (Massage, Rap and Sauna Parlors) in its entirety <br /> and replace it with similar language to one ofthe communities that already <br /> has Therapeutic Massage regulations? (Please Note: Arden Hills already <br /> has regulations for "Adult Uses" through Ordinance 329 [2001]. This <br /> Ordinance provides language covering "Adult Massage Parlor, Health . <br /> Club ", "Adult Conversation/Rap Parlor", and "Adult Sauna ", so it <br />- <br />
