<br /> ARDEN HILLS PLANNING COMMISSION - FEBRUARY 1,2006 3 <br /> Commissioner Zimmerman asked if they would have a developer develop the site, or <br /> . would he develop it himself. Mr. Claridge responded he was not sure who would do the <br /> developing at this time. <br /> Julie Jones noted Lot C backed up to a wetland, which had woodchucks living there. She <br /> asked if this proposal needed to undergo wildlife reelamations, or would that part of the <br /> property not be developed. Mr. Lehnhoff responded they would not be able to build into <br /> a wetland area without prior approval, but there was sufficient space to build on the lot <br /> without going into the wetland. He noted from his records, it did not appear this was had <br /> been labeled as a wetland area. <br /> Chair Sand closed the public hearing at 7:22 p.m. <br /> Commissioner Larson asked if rezoning would be necessary on Lot C. Mr. Lehnhoff <br /> responded rezoning would not be necessary. He noted the cul-de-sac was not the average <br /> cul-de-sac with the tree growing in the middle of it and if they needed more space, the <br /> ccnter area could be taken out. <br /> Commissioner Thompson asked if the cul-de-sac would have to be up to code fTom a <br /> safety perspective in the future if reconstruction was necessary. Mr. Lehnhoffresponded <br /> he believed it would be necessary, but he did not believe additional right-of-way would <br /> need to be acquired. <br /> . Chair Sand asked for comments regarding the park dedication fee. Commissioner Larson <br /> noted stan's report indicated this was up to the City Council's decision and he did not <br /> believe they should make comments in favor or against this. <br /> Commissioner McClung stated it was clear the park dedication fee was 6 percent and he <br /> was in supportive of that and he stated he would offer an amendment to Condition 4. <br /> Commissioner McClung moved, seconded by Commissioner Zimmerman to recommend <br /> approval of Planning Case No. 06-001, Dennis and Ann Claridge, 4038 Valentine Court, <br /> request for a Minor Subdivision to subdivide a 2.37 acre parccl into three residential lots <br /> in the R-I Zone subject to the six conditions as noted in staff's January 24, 2006 report <br /> and amending condition 3 to read: The applicant shall provide a 12-foot drainage and <br /> utility easement on the street right-of-way and a 12-foot drainage and utility easement as <br /> centered on the lot line; condition 4 amended to read: The applicant shall pay a park <br /> dedication fee before filing the subdivision with Ramsey County. The park dedication <br /> fee shall be six percent of the land vale of the property at the time of final approval of the <br /> subdivision per Arden Hills Ordinance. <br /> The motion carried unanimously (7-0). <br /> B. PLANNING CASE 06-002: GARY FINDELL, 1401 SKILES LANE, V ARlANCE <br /> AND MINOR SUBDIVISION <br /> . Mr. Lehnhoff stated the applicant was requesting a minor subdivision to subdivide a .82 <br /> acre (35,527 square feet) parcel into two properties in the R-l Single-Family Residential <br /> Zone. The applicants arc also requesting a variance to allow the existing structure on the <br /> 3 <br />
