<br /> The applicant is also proposing to construct a retaining wall to protect trees and to provide <br /> room for the sidewalk along the north side ofthe expanded roadway. . <br /> While the name "Welcome Center" implies more function than the exiting guard shack, the <br /> new structure is still largely a security and traffic control point for incoming vehicles. <br /> Although the new Welcome Center will provide more space, it is essentially a significant <br /> cosmetic enhancement from the existing guard shack. <br /> Bethel College operates under a Special Use Permit Master Plan. As the College comes <br /> fOlWard with expansion plans (for either new or existing structures), the proposal is reviewed <br /> against the Master Plan for consistency. Building proposals that are consistent with the <br /> Master Plan require only a Site Plan Review. A]though the Master Plan does not call this <br /> proposed building a "Welcome Center," the Master Plan does include the existing guard <br /> shacks.
