This would allow the applicant to <br /> apply for 60 square feet of wall signage on the building and 45 square feet of freestanding <br /> signage (both with external or internal lighting; Ordinance 333: Table 1 "Sign Standards") <br /> that could be approved through a sign permit. <br /> 6. Aesthetics - Meets Requirements <br /> As noted earlier, the proposed Welcome Center will be larger than the existing guard shack. <br /> The Welcome Center will be difficult to see from the highway due to the distance from the <br /> highway and existing trees. The applicant proposes to finish the exterior of the structure with <br /> stucco. The City docs not have any other specific aesthetic requirements for the B-1 Zone. <br /> However, the architecture of the proposed Welcome Center docs appear to be compatible <br /> with other structures on the property. <br /> i 7. Parking - Meets Requirements <br /> , <br /> There is one proposed parking space at the rear of the Welcome Center for a security vehicle. <br /> Since this project will not have any affect on employment or student levels at the University, <br /> additional parking is not required. This project will not be removing any existing parking at <br /> the University. <br /> 8. Traffic Impacts - Meets Requirements <br /> . <br /> The University is proposing to construct an additional traffic lane at the Welcome Center to <br /> increase capacity for use during special events at the University. The additional lane will <br /> bypass the Welcome Center to allow traffic to flow more freely during high traffic events. <br /> Under normal conditions, the additional lane will be closed. <br /> Since the Welcome Center will not be increasing the population density at the campus, this <br /> project is unlikely to increase traffic congestion. During high traffic events, congestion <br /> should be reduced due to the increased capacity. <br /> Plan Evalnation - (Statutes & Findinl!s of Fact) <br /> Ordinance Evaluation Criteria: <br /> Section 8.D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a Special <br /> Use Permit, which is also used for site plan reviews. The Planning Commission and City <br /> Council shall consider the effect of the proposed use upon the health, safety, convenience and <br /> gcneral welfare ofthe owners and occupants of the surrounding land, in particular, and the <br /> community as a whole, in general, including but not limited to the following factors: <br /> 1.
