Ordcrly development of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City. <br /> Findings of fact: <br /> L The proposed Welcome Center will not affect the need for parking. One parking space <br /> will be added for a security vehicle at the Welcome Center. The Welcomc Center and <br /> additional traffic lane may ease congestion during high traffic events. Traffic congestion <br /> is unlikely to increase with the project <br /> 2. Upon completion, the project will not increase noise, glare, odors, vibration, smoke, dust, <br /> air pollution, heat, liquid or solid waste, and other nuisance characteristics. <br /> 3. The project may affect drainage toward the wetlands immediately north ofthe project. <br /> Pennits may be required from the Rice Creek Watershed District <br /> 4. The project will not have any affect on population density. <br /> 5. The project will likely increase the visual compatibility with other uses on the site. The <br /> church-like architecture will be compatible with other structures at the University. Due <br /> to the distance from the highway and adjacent properties, the Welcome Center is unlikely <br /> to have any significant visual impact on the highway or adjacent properties. . <br /> 6. The park dedication requirement does not apply in this case. <br /> 7. The proposal meets the requirements of the Zoning Ordinance, does not conflict with the <br /> Comprehensive Plan, and is within the spirit of the Bethel University Master Plan. <br /> Resident Comments <br /> Staff has not received any letters, e-mails, or telephone calls from property owners or occupants <br /> in regard to this planning case. <br /> Staff Recommendation <br /> Based on the findings of fact, Staff recommends approval of Planning Case #06-007 for the Site <br /> Plan Review ofthe Welcomc Center, sidewalk, and special events traffic lane subject to the <br /> following nine conditions: <br /> 1.
