Mr. Ringwald stated the street vacation and park <br /> dedication issues necd to bc resolved, and the revision of plans as discussed nced to be approved. <br /> Mayor Probst requested clarification that approval requires a 4/5 majority votc, which would <br /> I necessitate unanimous Council approval, as one Councilmcmber is absent from tonight's <br /> meeting. Mr. Ringwald stated that was corrcct. <br /> I Mr. Zehring inquired ifthc City wished to discuss thc park dedication issues at this point. Mayor <br /> Probst stated this was an appropriate time to discuss this issue. <br /> I Mr. Zehring asked Ms. Cindy Walsh, Park and Recreation Dircctor, to give an overview of the <br /> Issues. <br /> I Ms. Walsh statcd thcre is a proposed trail easement along thc northcrn and eastcrn edge ofthc <br /> property to allow a trail along thc bordcr of Round Lake, and to be able to connect the cul-de-sac. <br /> I Thc City is requesting cash in lieu of the rcmaining park dedication. Mr. Zehring gave Council a <br /> bench handout, which he had just prescnted to Ms. Walsh before the meeting. Mr. Zehring is <br /> requesting that the wetland eascmcnts and conservation casements be subtracted from the total <br /> . development square footage beforc calculating the park dedication fce. <br /> Mayor Probst inquired if the City would be requesting 10% for fulfillment of this park <br /> Ie dedication. Ms, Walsh stated that was correct. <br /> Mayor Probst rcquestcd clarification that the City will be taking thc value of the trail. Ms. Walsh <br /> I stated that was correct. <br /> I Mayor Probst inquircd if the dcvelopcr was asking for a reduction in park dedication fees based <br /> on the wetland and conservation easements. Ms. Walsh stated that was correct. <br /> . Mr. Zehring stated the soil corrcctions are costing his company largc amounts of money, and <br /> statcd he is also giving the City a 55,000 squarc foot conservation easemcnt. He stated hc feels it <br /> is appropriate fOT him to provide a trail easement, but does not feel obligated to provide <br /> I additional funds for wetland dedication. The wetlands should bc subtracted from the basic <br /> number that the dedication is applied to. <br /> . Councilmember Malone inquircd if thc conservation casement has always been a part of the site <br /> plan. Mr. Zehring statcd Welsh is creating this easement, and this easement has bcen part of the <br /> discussions from the beginning. <br /> I Councilmember Malone requested clarification that Welsh desires to take a 55,000 conservation <br /> casement as the net amount of the park dcdication to reduce it's costs. Mr. Zehring stated that <br /> . was correct. <br /> f' Councilmember Malonc suggcsted subtracting the trail from the net cost and the conservation <br /> easement taken out, as it is not considered part of park dedication. <br /> . <br />
