Mr. Fritsinger statcd it is Attorney Filla's opinion <br /> that it would bc in the City's best interest to add this type of languagc to the Zoning Code. . <br /> MOTION: Hicks moved and Aplikowski seconded a motion to approvc the Gateway I <br /> Business District Salc and Purchase Agreemcnt with Nacgclc Outdoor <br /> Advcrtising, Inc., as rcvised to includc thc six conditions indicated above. The <br /> motion carricd unanimously (5-0). I <br /> E, Healthy Youth Coalition Discussion <br /> Mayor Probst explained that thc City is being requested to exccute a "Statcmcnt of 1 <br /> Commitment" to build healthy youth assets in the community. Hc stated there are two issues to I <br /> deal with: a requcst to contribute $500 to help give organization a basc; and, a statcment of <br /> commitment. He stated hc supports this statcment and believes it is a worthwhilc attempt to <br /> rcspond to issues raiscd. He urged the Council's support. I <br /> Councilmember Aplikowski stated this group has becn meeting for two ycars and was started, <br /> initially, in response to a School District survey. Shc rcviewcd the history ofthc past meetings I <br /> and explaincd that Arden Hills' minimum commitmcnt can bc through publications. She stated <br /> she hopes the mccting scheduled for Septembcr 30, 1997, will be a success and members will <br /> join. e- <br /> Council member Malone stated it sounds wonderful but he wonders where this information camc <br /> from with rcgard to thc asset of the month. He statcd hc also wondcrs whether govemment I <br /> should be funding this type of program. He suggcstcd that interested peoplc should be allowed <br /> to run this typc of program indepcndently. <br /> Mayor Probst explaincd that St. Louis Park was one of the first communitics to try to deal with 1 <br /> this and have taken an aggressive approach in hiring a full-timc administrator and starting I <br /> programs to build on these assets which came from a Rescarch Institute survey. Hc notcd there <br /> is a pattcrn indicating if youth can achieve these assets they will be successful. He explained that <br /> northcrn communities have a more difficult task sincc the School District and communities do I <br /> not share common boundaries. Mayor Probst reviewed how this program started and explained <br /> that it was not intcnded to bc a school or City program but, rathcr, a grass-roots organization. He <br /> clarified there is no intcntion that sceding thc program with $500 will makc it a government- I <br /> funded organization. Hc again encouraged the Council's support. <br /> Councilmember Aplikowski explained the money being requcstcd is to buy refreshments and I <br /> cover mailing costs for thc meeting tomorrow cvcning. Shc statcd thcrc will bc littlc carry over <br /> for the program. Councilmembcr Aplikowski statcd thc impetus is to gct people at thc event to <br /> carry it forward and churches and busincsscs are being asked to help support the program.
