<br /> February 20, 1997 - Memorandum - <br /> Monthly Department Head Report <br /> Page 2 <br /> Public Works Foreman, James Perron, had shoulder surgery on January 28th to reattach torn <br /> ligaments to his shoulder. He is expected to begin therapy on February 21, 1997 and should <br /> return to work on February 24, 1997, however at a limited capacity. <br /> Mr. Post and Mr. Stafford spent several hours with the Edina Public Works Director, Fran <br /> Hoffman. The City of Edina just completed a change-over of their water meters to a Badger, <br /> Radio Read system. Mr. Hoffman was pleased with the outcome of the change-over and related <br /> the benefits they have derived. <br /> The Public Works Staff is finally getting time away from plowing to clean around hydrants, <br /> open storm drains and other maintenance items which had suffered because of the abnormal <br /> amount of plowing. One of the new things the Public Works Department is doing as time <br /> permits is cleaning sewer easements which are nearly grown over in some areas. <br /> On February 3 and 4, 1997 the Public Works staffrepaired two water main breaks in the town <br /> house complex behind City Hall. These breaks were within 150 feet of each other. Frost <br /> thickness plus gas, electric and telephone cables buried on top of the water main hampered the - <br /> repairs. <br /> On January 29th, the City Maintenance Garage was inspected, as were the Arden Hills Safety <br /> Programs, by an OSHA representative. Fifteen minor corrections to the facility and equipment <br /> were identified and the corrections have been made, Several more serious corrections were <br /> overlooked as Staff indicated to the OSHA inspector that a new facility was planned in the near <br /> future. - <br /> - <br /> The Safety Programs set-up by the Public Works Superintendent were close to compliance <br /> however, some more defined policies need to be written along with some minor clarifications. - <br /> This is under way. I <br /> The Public Works Superintendent is in the process of making changes in the employee's <br /> responsibilities. The plan is to assign designated employees to the responsibility of certain areas I <br /> such as sewer, water, streets, equipment and storm water. Under the current policy the Public <br /> Works foreman tries to keep tabs on every area while the maintenance personnel have no direct <br /> responsibilities other than day-to-day assignments. The Superintendent's goal is to get away I <br /> from our reactive role to a more proactive program, <br /> I <br /> .. <br /> I <br />
