<br />. 3/3 <br />~e Chan2es in 1996 - 1997 <br /> Faced with the need to meet environmental goals in State law, but with reduced ordinance authority, counties <br /> are seeking new, more market-based approaches to sustain environmentally sound waste management systems. <br /> In 1996, Ramsey County negotiated contracts with waste haulers to assure that waste collected from Ramsey <br />- County customers would continue to be processed for energy recovery. Haulers party to these contracts are <br />- able to deliver Ramsey County waste to the Resource Recovery Facility at a reduced tipping fee of $38.00 per <br /> ton. Most haulers working in the County signed contracts effective June 1996 through December 1998. <br />I Ramsey County was able to use reserve funds to cover the reduction in tipping fee revenues for the last seven <br /> months of 1996. Ramsey County has turned to the WMSC to collect the revenue necessary in 1997 to replace <br />- the reduced tipping fee revenue. <br />- What This Means for Your Garba2e Bill <br />J1 <br /> The tipping fee, along with equipment, labor, insurance, and other business expenses, is a part of the cost of <br /> service haulers bill to customers. Haulers delivering Ramsey County waste under a delivery agreement pay a <br />I tipping fee of $12.00 less per ton to dispose of your waste than do haulers without an agreement. Waste haulers <br /> without an agreement must pay $50.00 per ton to deliver waste to the Facility. <br />. What This Means for Your 1997 Tax Statement <br /> The following table presents the change in the WMSC for each class of commercial property, 1995 to 1997.
