Newsletter Committee <br /> The Newsletter Committee has been working on the August edition of the I <br /> Arden Hills Notes. The July edition should be published within the next <br /> two weeks, <br /> d. Community Development I <br /> 1, Gateway Business District (GBm <br /> Staff continues to work with Welsh Development on the GBD project. I <br /> The City Council has scheduled a public hearing on July 14, 1997 to <br /> discuss the Fourteenth Street NE improvements. <br /> Staff has met with several local property owners affected by the project to I <br /> discuss land acquisition and relocation issues. <br /> The City completed modifications to the Tax Increment Financing (TIF) I <br /> Districts to prepare for the issuance of bonds. I <br /> Staff has been negotiating several Purchase and Developer's Agreements <br /> with Welsh and land owners, The Phase II planning application and EA W .- <br /> have been submitted by Welsh for City review. <br /> 2. TCAAP Planning I <br /> Staff worked with the National Guard to prepare a funding request which <br /> was included in the National Guard's Bonding Bill request. This request <br /> is for pre-design funds in the amount of$300,000 to be used towards the I <br /> joint public works facility. <br /> e. FinancelBudget I <br /> I have been working with the Department Heads on the preparation of the 1998 - <br /> 2002 Capital Improvement Plan and 1998 Budget documents. The Council has <br /> reviewed some of the preliminary information with additional discussions planned I <br /> for the July Worksession, <br /> Staff has had meetings with Ehlers & Associates, and several bond rating I <br /> agencies, as the City prepares to seek it's first bond rating in several years. <br /> We have also begun some preliminary discussions on how to publicly address the I <br /> impact oflevy limits and ramifications to Arden Hills residents of the Property <br /> Tax Bill adopted this past legislative session. I expect to use the newsletter, local I <br /> newspapers and utility bills to highlight some of the changes to try and prepare <br /> the homeowners for the resulting tax "shift" from commerciaVindustrial to .. <br /> residential properties. <br /> I <br /> ---------- <br />
