Walsh, Parks and Recreation Director <br /> SUBJECT: July Department Report <br />I Storm Damage Uodate <br />I My memo on July 10 outlined the park and trail areas that received damage during the storms. I <br /> anticipate having a report from American Engineering Testing. Inc. early next week with a <br /> recommendation on how to correct the Cummings Park wash-out. <br />I I have also been in contact with Yvonne Chen at 1469 Colleen Avenue (she currently lives in <br /> California), She is now claiming that the trail could have caused her property to erode which <br />I then resulted in the collapse of her retaining wall. Engineer Stonehouse and I have spoken to her <br /> several times to explain that the trail construction abutting her property did not require any <br /> excavation. Mr.Stonehouse believes that the failure of the retaining wall came as a result of the <br />Ie over saturation above the retaining wall during the two thunderstorms that occurred within a few <br /> days of one another. The soil from her property washed down into the wetland area and onto our <br /> trail. Park maintenance staff did remove the dirt from our trail; however, I think that it is Ms. <br />I Chen's responsibility to clean out the wetland area. <br />I Sealcoating <br /> The trail areas around Cummings Park and Floral Park are budgeted for slurry sealcoating this <br /> summer. This work was scheduled to be done the last week in July. Because of the washout, <br />I which abuts the trail at Cummings Park, I have asked Struck & Irwin Paving, Inc. to delay the <br /> slurry seal coating until late August. The contractor indicated that they were behind because of <br /> the recent rains and would most likely not be able to complete the job until mid August at the <br />I earliest. <br /> Money was retained from Midwest Asphalt to seal coat Valentine Park with pea rock this season. <br />I However, it did not get done with the other seal coating areas this year. Given the circumstances <br /> with the high water levels at the park now, I am recommending that it not be done this year. I <br /> will work with the Engineer to be sure that it is scheduled for next year. <br />I Hi~hway 96 Trail <br />I Ramsey County representatives Jim Tolaas and Larry Holmberg will be attending the Highway <br /> 96 Task Force meeting on Wednesday, July 30 to discuss trail route alternatives. We will be <br /> discussing this issue at approximately 7:30 p.m. for those of you that are interested in <br />.. participating in the discussion.
