Walsh, Parks and Recreation t) t <br /> SUBJECT: Resolution #97-39 Regarding Highway 96 Construction Project <br /> Backg-round <br /> Staff has been meeting with Ramsey County staff regarding the safety concerns associated with <br /> the trail planned along Highway 96 between Highway 10 and New Brighton. These safety <br /> concerns have been discussed with various City Commissions and the Highway 96 Task Force. <br /> It is the consensus of the Commissions that thc concerns noted by staff are valid and should <br /> result in alternative trail route possibilities. <br /> Meeting with Ramsev County Staff <br /> Larry Holmberg, Ramsey County Parks and Recreation Supervisor of Planning and <br /> Development, and Jim Tolaas, Ramsey County Public Works Project Manager, were invited to <br /> =- attend the Highway 96 Task Force meeting on July 30. I had spoken to both individuals prior to <br /> the meeting to again express our safety concerns and urge them to explore other alternatives. <br /> - Mr. Holmberg and Mr. Tolaas attended the meeting, but were unwilling to consider alternative <br /> - trail route options. Mr. Holmberg eXplained that he thought the planned trail continuous along <br /> Highway 96 was a safe route. They do not feel that the redesigned bridge planned over I-35W <br /> I poses any safety hazards to pedestrians. <br /> As a result of this meeting, Council members and the Highway 96 Task Force suggested that a <br /> . Resolution be drafted for the Council. The attached Resolution outlines the history of the <br /> Highway 96 process and current project status. <br /> I Recommendation <br /> Council may wish to consider the adoption of the attached Resolution # 97-39 and direct the City <br /> . Administrator and Mayor to forward it on to the Ramsey County Board of Commissioners. <br /> I <br /> I <br /> ~ <br /> I <br />
