<br /> STATE OF MINNESOTA _ <br /> RAMSEY COUNTY <br /> CITY OF ARDEN HILLS <br /> RESOLUTION NO. 97-39 <br /> A RESOLUTION REGARDING THE PRELIMINARY DESIGN CONCEPTS AND <br /> TIMING OF THE HIGHWAY 96 RECONSTRUCTION PROJECT <br /> WHEREAS, Ramsey County has requested the affected Cities along the Highway 96 corridor <br /> provide input on their respective segments of the highway and to make recommendations <br /> regarding their own needs and preferences; and <br /> WHEREAS, the Arden Hills City Council met on February 12, 1996 to review the proposed <br /> project and provided its preliminary recommendations to RamseyCounty as part of Resolution <br /> #96-06; and <br /> WHEREAS, the Arden I-Ells City Council was initially told by Ramsey County that Highway 96 <br /> would be constructed in two (2) segments, with the first to be completed in 1998 and the second <br /> to be completed in 2000; and <br /> WHEREAS, as part of Resolution #96-06 Arden Hills City Council requested that these two (2) - <br /> segments be completed in 1998 and 1999; and . <br /> WHEREAS, on September 30, 1996 and on January 6, 1997 Ramsey County officials and the - <br /> Arden Hills City Council met with those property owners of Arden Manor Mobile Home Park <br /> who are proposed to be displaced by the Highway 96 project; and - <br /> WHEREAS, the City subsequently created a community task force to specifically address those I <br /> design issues which were related to the landscaping, signage, lighting and regional trail location; <br /> and I <br /> 'WHEREAS, the City's Public Safety Commission, Parks and Recreation Commission and. <br /> Planning Commission have also discussed various components of these design issues; and' I <br /> WHEREAS, these Commissions identified various safety concerns along the regional trail route <br /> proposed by Ramsey County and encouraged consideration of alternative trail routes to alleviate I <br /> these safety hazards; and <br /> WHEREAS, on May 15, 1997 City staff met with Jim Tolaas, Ramsey County Public Works I <br /> Project Manager and Larry Holmberg, Ramsey County Parks Supervisor of Planning and <br /> Development, to discuss possible alternative trail routes along Highway 96 from Highway 10 to I <br /> New Brighton; and <br /> .. <br /> I <br />
