<br /> -------..--------- ------------ <br /> DRAFT <br /> More discussion of the trail along Highway 96 followed. <br /> Mr. Tolaas stated he was more concerned about the Highway 10 crossing than the _ <br /> 1-35W crossing. <br /> Mr. Ringwald explained that the City has nearly all the land and easements to <br /> complete the alternative trail design and again urged the County to consider other <br /> design options. <br /> Mr. Holmberg again stated the City can build the alternative trail in addition to their <br /> trail. He added people from north of Highway 96 would not go out the way to use <br /> the alternate trail. <br /> Mr. Fritsinger stated people would use the easiest route. <br /> Mr. Holmberg responded the purpose of the trail is to get people from point A to <br /> point B in as straight a line as possible. <br /> Mr. Fritsinger disagreed that the purpose of the trail is not to get people there in a <br /> straight line, but to get them there in the safest approach possible. It is always <br /> desirable to make it the most convenient, but at some point safety needs to enter the <br /> process. <br /> Mr. Tolaas again stated Arden Hills can build alternate trail, but trail over 1-35W is _ <br /> necessary . <br /> Mr. Holmberg asked what Arden Manor residents would do if they didn't build trail - <br /> in that segment? <br /> Mr. Ringwald stated the alternative trail would have a stub along the west side of I <br /> Round Lake to Highway 96, which they could use, and eventually there would be a <br /> trail to the north of Arden Manor, which would connect into TCAAP. I <br /> Mr. Holmberg stated they were a long way into the planning of their proposed trail I <br /> and the ISTEA funds have already been applied for. They should continue with this <br /> plan and Arden Hills can add to it whatever they want. <br /> Mr. Fritsinger stated 1-35 W bridge could be signalized for pedestrians, but the City I <br /> and County shouldn't focus on crossing here and asked how do we work with the <br /> County to look at safer options.
