LMC Service Deliverv Committce I <br /> I continue to meet on a regular basis with the LMC Service Delivery <br /> Committee. This committee meets monthly to discuss policies which will <br /> be addressed during the upcoming legislative session. I expect that one or . <br /> two more meetings will be held before a final list of recommendations is <br /> presented to the LMC's Policy Adoption Committee, and in turn, the City <br /> Council. . <br /> e. Community Dcvelopment <br /> 1. Gateway Business District (GBD) . <br /> Staff has continued negotiations with Welsh, Naegele and Vaughan <br /> Towers as part of the Wclsh project. Because of the lack of agreement on . <br /> the terms of the Development Agreement, all City Council action has been <br /> postponed until August 25,1997. We still have not received final ~ <br /> approval from Naegele, and continue to work on the acquisition of <br /> additional storm ponding and right-of-way access. Initial contacts have <br /> been made on the hiring of an acquisition specialist, but no final decisions . <br /> made. <br /> Staff also continues to meet with our financial advisors, Ehlers and . <br /> Associates, to discuss the issuance of tax increment financing bonds to <br /> support the public improvements necessary for this project. Staff has <br /> approached this issuance as conservatively as possible to ensure the future I <br /> debt service payments. While a final recommendation on the size of <br /> issuance has not been determined, it is expected to be between $2.5 and <br /> $4.6 million. Staff also prepared a press release on this topic and provided . <br /> it to the local media. <br /> 2. Miscellaneous I <br /> The City received notice that Gunnar Peterson will be retiring on <br /> December 31, 1997. Staff has begun investigating a shared position with I <br /> our neighboring communities.
