LMC Service Deliverv Committce I I continue to meet on a regular basis with the LMC Service Delivery Committee. This committee meets monthly to discuss policies which will be addressed during the upcoming legislative session. I expect that one or . two more meetings will be held before a final list of recommendations is presented to the LMC's Policy Adoption Committee, and in turn, the City Council. . e. Community Dcvelopment 1. Gateway Business District (GBD) . Staff has continued negotiations with Welsh, Naegele and Vaughan Towers as part of the Wclsh project. Because of the lack of agreement on . the terms of the Development Agreement, all City Council action has been postponed until August 25,1997. We still have not received final ~ approval from Naegele, and continue to work on the acquisition of additional storm ponding and right-of-way access. Initial contacts have been made on the hiring of an acquisition specialist, but no final decisions . made. Staff also continues to meet with our financial advisors, Ehlers and . Associates, to discuss the issuance of tax increment financing bonds to support the public improvements necessary for this project. Staff has approached this issuance as conservatively as possible to ensure the future I debt service payments. While a final recommendation on the size of issuance has not been determined, it is expected to be between $2.5 and $4.6 million. Staff also prepared a press release on this topic and provided . it to the local media. 2. Miscellaneous I The City received notice that Gunnar Peterson will be retiring on December 31, 1997. Staff has begun investigating a shared position with I our neighboring communities. Staff is also completing a survey of other metropolitan cities as to how they provide electrical inspection services. I .. .
