The Planning Commission on October I, 1997 I <br /> recommended approval of the Planned Unit Development (PUD) to construct a 93,816 -. <br /> square-foot Community Life Center to the North Heights Lutheran Church at 1700 West <br /> Highway 96, in Planning Case 97-05, subject to the following condition: <br /> 1. That between the Planning Commission action and consideration by City I <br /> Council, thc applicants either proceed with an all brick surface or with <br /> modification that employs brick with some other building materials. Also, <br /> subject to tip-up panel that is uscd to harmonize with the brick. I <br />D. Updates. The applicant has provided sevcral updates (Exhibit B). The first update is adding <br /> some brick to the exterior building clcvations in question. The Planning Commission I <br /> direction to thc applicant and Staff was to add brick to these elevations. A continuous low <br /> level layer of bricks would be screened by existing and proposed vegetation and a large I <br /> massing on the corner does not blend in with the rest of the building. Therefore, if the these <br /> elevations are not going to be all brick, then the applicants proposal would appear to conform <br /> to the direction provided by the Planning Commission. The last two updates address the I <br /> future sanctuary expansion, in that it will be brick and metal and not tip-up panel and also <br /> a proposed elevation. <br />Case #97-19. Variance - side vard setback. Robert Berg-quist. 3973 Dellview Avenue I <br />The applicant has withdrawn their request (Exhibit C) <br />Case #97-20. Variance - side vard setback. Katherine & Todd Conley. 3777 New Brighton J <br />Road <br />A. Request. The applicant is requesting approval ofa Variance for a side yard setback (5 I <br /> feet proposed, when 10 feet is required) for an detached garage (Exhibit D). <br />B. Background. The applicant wishes construct an detached two car garage (20 feet in I <br /> width and 36 feet in depth for a total 01'720 square feet). The proposed detached garage <br /> would be replace the existing 20 foot by 20 foot detached garage. The proposed detached I <br /> garages would be located in the same location as the existing detached garage. <br /> The applicants neighbor (Ms. Sturgeon @ 3769 New Brighton Road) received a similar I <br /> variance from the City on November 9, 1963 (Exhibit E). <br />C. Planning Commission recommendation. The Planning Commission on October 1, I <br /> 1997 recommended approval for a five-foot side yard setback variance based on the <br /> topography of the property for a detached garage at 3777 New Brighton Road, in <br /> Planning Case 97-20.
