I <br /> minneapolis. rr:n 55416 <br />Applicant: Sheldon and Barbara Braaten 612544 7576 <br />The applicant is proposing to construct a 456-square-foot addition to I <br />the rear of the house at 1153 Benton flay. The Architectural and Environ- <br />mental Committee of Hunter's Park has approved the expansion (see I <br />attached letter). According to the provisions of the amended Special <br />Use Permit for the Hunter's Park development, house expansions requiring <br />additional variances to the R-3 requirements must be acted upon first by I <br />the A&E ~ommittee and then by the City through the normal variance <br />process. <br />The existing variances on the subject property were granted by the I <br />original Special Use Permit. The Planning Commission should focus its <br />attention on only the additional variances created by the proposed <br />additi on. I <br />VARIANCES REQUIRED: <br />l. The existing house has a rear yard setback of 32 feet. The proposed J <br /> addition will extend to within 20 feet of the rear lot line, <br /> requiring a 10-foot variance, (30 feet required). <br />2. The existing house has sideyard setbacks"of 6 and 7 feet. The I <br /> proposed addition will extend to within 1 foot of the south lot <br /> line, requiring a 4-foot variance, (5 feet minimum required). <br />3. The existing house and garage cover 25 percent of the lot area. I <br /> With the open deck and driveway included, approximately 35 percent <br /> of the lot is presently covered. The proposed addition will I <br /> increase the building coverage to 32 percent and total site coverage <br /> to approximately 42 percent. Therefore, building/site coverage <br /> variance of 7 percent is required, (25 percent building and 35 I <br /> percent site coverage permitted). <br />CO~IMENTS : <br />l. Under the Planned Unit Development approach to development, the I <br /> Hunter's Park concept was to reduce individual lot size, but compensate <br /> for the small lots by preserving common open space. Because of I <br /> this concept, direct application of R-3 setback and coverage requirements, <br /> intended for standard-sized lots, to reduced-sized lots is not <br /> considered reasonable. In dealing with cluster housing, function, <br /> livability, and safety should be the controlling factors in determining I <br /> setbacks and coverage, rather than the standard ordinance requirements. <br /> The variance process simply provides an opportunity to evaluate <br /> these factors. .. <br /> planning. landscape architecture I <br />
