I would still recommend the Mayor provide a State of the City address. Other Considerations: I The City Council may wish to discuss how the Town Hall meeting affects the Council I Retreat/Priority Setting, and using these priorities to establish the 1999 Budget. In other words, how does the information obtained from the Town Hall meeting assist the City Council to establish its priorities for City staff. Since the priorities directly impact the fI budget, should the City continue to work on the priorities created last year, hold the annual Retreat during the budget process (April/May/June), and then use the priorities to finalize the budget and CIP schedule?
