<br />it CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I DATE: November 11, 1997 <br /> TO: Mayor and City Council <br />I FROM: Brian Fritsinger, City Administrator@ <br />I SUBJECT: New Policy Manual <br />I Background <br /> As part of the Arden Hills Municipal Code codification process, the City elected to remove <br /> Chapter 19, Personnel Policy for City Employees, from the Municipal Code. In doing so, it <br />I would allow greater flexibility in making changes and dealing with personnel issues. <br /> Several months ago, the City elected to use Labor Relations Associates, Inc. to assist with the <br />I preparation of the new policy manual. Attached, the City Council will find the first draft of the <br /> new manual, and a copy of the old policy. Due to the distinct layout difference in these <br /> documents, a side-by-side comparison is difficult. However, the changes to the original policy <br />.. are, for the most part, minor in nature. <br /> We have tried to categorize the manual by major topic headings including; Introduction, <br />I Employment, Compensation, Benefits, Leaves/Time-Off, Conduct, and Safety. <br />I New Portions of the Policy <br /> There are several new policies recommended as part of the larger policy manual. The policies <br /> within the categories of Conduct and Safety are, for the most part, internal policies which were <br />I previously adopted by resolution by the City Council. However, they were not adopted as part of <br /> Chapter 19 of the Arden Hills Code. These include: <br />I . Compensatory Time <br /> . Severance Pay <br /> . Family and Medical Leave <br />I . Leave for School Conferences <br /> . Sexual Harassment <br /> . Workplace Violence <br />I . Handling Citizen Complaints <br />I Other Policy Changes for Council Consideration <br /> The City Council may wish to discuss several other changes to the manual. These items are not <br /> simple corrections or additions to the existing policy. They typically have budget implications <br />t' and would require additional time to research and make recommendations. Staff does not have <br />I <br />
