Purpose of the B-4 Zone Development - Section 5.D.9.d <br /> The purpose of the B-4 Zone as defined in the Zoning Ordinance provides some design <br /> guidance for buildings in the BA Zone. Section 5.D.9 states that the purpose of the B-4: <br /> Retail Center District is: <br /> a. To mcct retail shopping needs of the surrounding community by providing a district that <br /> will accommodate a wide range ofretail goods and services. <br /> b. To promote business prosperity by creating an attractive and functional retail center. <br /> c, To provide an integrated retail trade center that groups compatible retail uses in one or <br /> more multiple-occupancy buildings. Free standing, single-occupancy buildings will be <br /> allowcd if planned and constructed as part of a unificd development that contains a retail <br /> center or is developed after such a retail center is developed. <br /> d. To produce a positive visual image by establishing a high standard of design and <br /> development. <br /> e, To allow transitional uses that will allow an orderly phasing out of existing uses and <br /> development that are not appropriate in a contemporary retail center and a phasing in of <br /> uscs and development as warranted by market conditions. <br /> f. To encourage grouping of uses that are mutually supportive and have similar require- <br /> ments for vehicular and pedestrian accessibility and exposure. <br />. g, To alleviatc potential traffic congestion on local strcets by the design of the circulation <br /> pattern and arrangement of uses. <br /> h, To implement that part of the Arden Hills Comprchcnsive Plan known as the Lexington <br /> A venue Business Area Plan. <br /> 2. Building Exteriors, Site Features, and Site Development - Section 5.J.6. <br /> The special requircments for the B-4 Retail Centcr District include the following design <br /> guidelines: <br /> Accomplishing the stated purpose of the B-4 District requires particular concern for the <br /> design of buildings, site features (such as landscaping, lighting and signage) and site <br /> dcsign, The arrangement, geometry, massing, materials and colors shall bc rcsponsive to <br /> existing buildings, site features and site design on adjoining propcrties.
