Special Use Permit - Scction 8.D.3.b <br />Section 8.D.3.b of the Arden Hills Zoning Ordinance lists thc critcria for cvaluating a Special . <br />Use Pcrmit, which is also used for sitc plan reviews. The Planning Commission and City <br />Council shall consider thc cffect 0 f the proposed use upon the health, safety, convenience and <br />general welfare ofthc owners and occupants of the surrounding land, in particular, and the <br />community as a whole, in general, including but not limitcd to the following factors: <br /> I. Existing and anticipatcd traffic and parking conditions; <br /> 2. "loise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> wasle, and other nuisance characteristics; <br /> 3, Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and structures on surrounding land; <br /> adjoining land values; <br /> 6. Park dedications where applicable; and the <br /> 7. Orderly dcvclopment of the ncighborhood and the City within the general purpose <br /> and intcnt of this ordinance and the Comprehensive Development Plan for the <br /> City. <br />Findings of Fact <br />The Planning Commission must make a finding as to whether or not the proposed modifications <br />to the building at 3755 Dunlap Avenuc would adversely affect the surrounding neighborhood or <br />thc community as a whole based on the aforementioned factors. Staff offers the following . <br />findings for consideration: <br />On the Purpose of the B-4 Zone: <br />1. While thc existing use is not retail based and is unlikely to advance the retail goals of the <br /> zone, the current officc/warehouse use is a legal, confornling use in the B-4 Zone, <br />2, The proposed exterior modifications to 3755 Dunlap Avenue will likely increase the <br /> usefulness ofthc building for thc existing office and warehouse use. The applicant is not <br /> proposing any other changes or upgrades to the extcrior of the building. <br />3. The proposed modifications are compatible with the other buildings in the B-4 Zone in <br /> terms lot arrangement and dcsign. Eight of the other nine buildings in the B-4 Zone have <br /> loading docks (Attachment 3B-2). Six of the eight buildings havc four or more loading <br /> docks. The building immediately north of the subject property has 18 loading docks and <br /> the building to the south of the subject property has four loading docks, <br />4, The vchicular and pedestrian circulation will be similar in character to the other buildings <br /> in thc B-4 Zone. <br />5.
