While six foot high fcnces are permitted along side and rear lot <br /> lines, Section 6.EA of thc Zoning Ordinance limits fences in the front yard to no more than <br /> threc feel in height and requires fences to be 30 percent open for light and air. <br /> Under unusual circumstances, the Zoning Ordinance has a provision to allow deviations from <br /> the fence regulation through the site plan review process. Section 6.EAn of the Zoning <br /> Ordinance states: <br /> Deviations from [the] requirements for fences, walls, and landscape scrcening may be <br /> pcrmitted after Planning Commission review and Council approval of a site plan with <br /> documentation showing the unusual circumstances justifying the proposed deviation <br /> and plans for the proposed fence, wall, or landscape screening. This provision is <br /> intended to allow flcxibility in meeting the purpose and intent of this paragraph 4 <br /> without the necessity of providing a hardship as is required in the variance procedure. <br /> The objective of this provision is to improve the livability, appearance and security of <br /> properties and their relationships to one another. <br /> In June 2006, the PlaJming Commission and City Council approved a similar request for a <br /> fence immediately across the street at 1104 Amble Drive (PC 06-017). The proposed fence . <br /> in this planning case will be similar in style to the fence approved in planning case 06-017. <br />2.
