<br /> Based on the 141 proposed trees in the landscaping plan, the plan does not include a ; <br /> sufficient number of trees in the 3.5" - 4.0" and the 4.5" or more caliper inch range based on -- <br /> thc number of new and preserved trees in the landscaping plan. More trees of a higher <br /> number of caliper inches will need to be provided, which has been included as a <br /> recommended condition of approval. <br /> C Landscaping in the Right-of-way - Undetermined <br /> According to the submitted plans, a portion of the landscaping would be located in the <br /> Ramsey County Highway 96 right-of-way. The applicant may need to obtain approval from <br /> Ramsey County to extend the landscaping into the right-of-way. The applicant would be <br /> responsible for maintaining the landscaping and replacing any landscaping that does not <br /> survive in the right-of-way. If the applicant is unable to obtain permits to place landscaping <br /> within the County right-of-way, the landscaping plan would need to be revised to provide the <br /> required caliper inches of trees on the site. <br /> D. Buffer Yards (Special Requirement of the Neighborhood Business District) - Meets <br /> Requirement <br /> In addition to the minimum landscaping requirements, the Neighborhood Business Zone also <br /> requircs buffer yards when adjacent to residential properties. The following is language from <br /> Seetion 5.H.5.b of the Zoning Ordinance: <br /> Buffer yards 30 feet in width shall be provided adjacent to all residential uses <br /> outside the neighborhood business district. The buffer yard shall be landscaped . <br /> with a combination of evergreen trees (six-foot high minimum) and deciduous <br /> trees (three-inch caliper minimum) such that the use is effectively screened from <br /> the adjacent residences. The buffer yard landscaping shall not be included into <br /> the minimum landscaping calculation (Section 5.H.5.a). <br /> The residential properties are to the south and to the west of the proposed development. Of <br /> the 380.5 caliper inches oftrees in the landscaping plan, approximately 100.5 are located in <br /> the 30 foot buffer. Since the buffer area is excluded from the landscaping calculation for the <br /> rest of the propcrty, the total caliper inches oftrees outside the 30 foot buffer is 280, which is <br /> slightly above the 275.5 caliper inch requirement <br /> E. Additional Review <br /> Staff is recommending the additional following three conditions in the PUD document to <br /> enhance the landscaping plan: <br /> I.
