Parking I Parking Setbacks - Meets requirement <br /> Section 6.F.l.j of the Zoning Ordinance requires I parking space for each 250 gross floor <br /> area for Business and Professional Office. With 62,432 square feet of office space, the <br /> parking standards would require 250 parking spaces. The applicant has proposed 250 <br /> parking spaces, which includes 13 ADA spaces (7 ADA spaces would be required). <br /> Minimum parking setbacks are five (5) feet from adjacent side and rear property lines and <br /> twenty (20) feet from the right-of-way line of any public street (Section 6.F.l.d.(4)-(5 <br /> of the Zoning Ordinance). The applicant proposes parking setbacks of30.5 feet from the east <br /> and 30.5 feet from the south (the access drive to Hamline gets as close as 5 feet from the <br /> south property line). <br /> Although the parking area is only 16.5 feet from the Ramsey County right-of-way, the 3.9 <br /> foot parking encroachment should have little impact on any other property owners. There is <br /> approximately 40 feet from the edge of the parking area to the edge of the trail and an <br /> additional 20 feet to the edge of Highway 96. The northern property line is approximately 45 <br /> feet from the edge of Highway 96. . <br /> At the July 26, 2006, community meeting to discuss this proposal with adjacent properties, <br /> thcrc was a suggcstion of removing an undetermined number of parking spaces to provide <br /> spacc for landscaping within the parking area. For example, a median with trees or other <br /> plantings could be eonstructed in the place of some parking spaces. Since the details of this <br /> idea have not been diseussed with the applicant, eonditions have not been prepared to reduce <br /> the number of parking spaces to increase landscaping. <br /> 10. Traffic, Access, and Circulation - Meets requirement <br /> A. Access Proposal <br /> The proposed office development would have one access on Highway 96 and a second access <br /> on Hamline Avenue, which is the same as the 2005 development proposal. The Highway 96 <br /> access would be a right-in and right-out access only as the County will not permit a curb cut <br /> to allow left hand turns onto Highway 96.
