Traffic Study <br /> A traffic study was completed by Traffic Data Inc. in 200S that was submitted with the <br /> original 76,000 square feet of office space proposal for this property (pC# 05-12). A copy of <br /> that report has been included with this report. Although the traffic study is a little over one <br /> ycar old, the underlying circumstances around the study have not significantly changed, and <br /> the results of the study are, according to Traffic Data Inc., likely still valid. The conclusion <br /> from page IS ofthe 200S traffic report was: <br /> The Level of Service at the study intersections will not be significantly degraded by <br /> adding traffic to the roadway network from the proposed office park development. <br /> The existing roadway network can safely accommodate the addition of the <br /> development's traffic if the following improvements are made: <br /> . Change the signing and striping on eastbound Highway 96 at the site's <br /> driveway (the existing old city hall driveway) to provide an exclusive right <br /> turn lane. <br /> . Construct a larger than required radius (SO foot radius if feasible) on the <br /> northwest and southwest comers of the Hamline A venuelKarth Lake <br /> Circle intersection to improve traffic flow in and out ofthe site. <br /> . The day care center's new driveway will intersect the office park's <br /> . driveway approximately 40 feet west of the Hamline Avenue/ Karth Lake <br /> Circle/Site access intersection. The eastbound and southbound traffie <br /> should be stop controlled so the office park traffic doesn't dominate the <br /> day care center traffic. The westbound traffic should not be stop <br /> controlled. Traffic should enter the site unimpeded. <br /> In the traffic report, it was hypothesized that traffic may slightly decrease on Hamline <br /> Avenue once the construction on Lexington Avenue is finished. In 200S, Lexington Avenue <br /> was being expanded, whieh may have caused some drivers to temporarily use Hamline <br /> Avenue instead of Lexington Avenue. A second traffic study has not been completed to <br /> confirm that hypothesis. <br /> At the 200S meeting, a Ramsey County Engineer, Dan Soler, agreed with the results of the <br /> traffic study and stated that traffic generated by the development would not measurably <br /> impact existing traffie operations on Highway 96 or Hamline Avenue. The report from <br /> Traffic Data Inc. and the conclusions from Ramsey County were based on a development <br /> proposal of 76,000 square feet of office space.
