A new .traffic ' <br /> study has not been commissioned to verify that statement .- <br /> In March 2006, Ramsey County completed a traffic study of Hamline Avenue between <br /> Country Road F and Highway 96, which is included with this report. This report did not <br /> focus on traffic that may be generated from the proposed office development; instead, the <br /> report was a review of traffic conditions along Hamline Avenue between County Road F and <br /> Highway 96. This report concluded that traffic was not significant enough at any particular <br /> intersection, with the possible exception of County Road F, to warrant a new traffic control <br /> signa! (stoplight). <br /> C Hamline Avenue access corner radius <br /> At the 200S meetings, it was ultimately determined that a 30 foot radius for the southwestern <br /> and northwestern comers of the Hamline Avenue entrance would be sufficient instead of the <br /> SO foot recommendation in the traffic study. <br /> D. Ramsey County Review <br /> A copy of this application was submitted to Ran1sey County. In sum, Ramsey County's <br /> comments included: <br /> . A 2S-30 foot radius should be provided at the northwestern and southwestern comer <br /> ofthe Hamline A venue access. <br /> . The development should use the existing Highway 96 entrance and exit. <br /> . The County will not support a cut in the median on County Highway 96 to provide . <br /> for left hand turns from the Highway 96 entrance and exit. <br /> . The County supports a right-in and a right-out at the aceess road on Hamline Avenue <br /> as well as a left-in from Hamline Avenue into the access road. The County supports <br /> restricting or prohibiting a left-out from the access road to Hamline Avenue. <br /> . Based on the trips generated from the proposed development, the County supports the <br /> conclusions of the 200S traffic study that the development would have a negligible <br /> impact on traffie. Furthermore, the reduction in office space would provide for a <br /> proportional dcerease in traffic from the original proposal. <br /> E. Hamline Avenue Access Discussion <br /> During a number of City meetings in 200S, there was a discussion on whether the Hamline <br /> A venue access should be right-in and right-out only or if the aceess should also permit left <br /> hand turns into the development from northbound traffic on Hamline Avenue. Currently, <br /> northbound traffic is permitted to turn left into the dayeare entrance.
