Only right-in and right-out at the Hamline Avenue access, or <br /> . Right-in and right-out at the HaJJlline Avenue access as well as a left turn into the <br /> development from northbound traffic on Hamline Avenue. <br /> In 2005, there was a discussion on removing access to Hamline Avenue from the <br /> development. The County does not support that proposal. <br /> F Sidewalks & Bike Racks <br /> The Neighborhood Business District has the following regulations regarding sidewalks and <br /> bike racks (Section 5.H.5.i-j): <br /> 1. Bicycle Racks shall be provided in an area that is convenient to the maiu entryway <br /> into the building. <br /> J. Sidewalks shall be provided adjaeent to all public rights-of-way. <br /> The applicant is proposing three bike racks. One rack would be located between units 3 and <br /> 4, a second rack would be located between units 12 and 13, and the third rack would be <br /> located across the parking lot from unit 17. <br /> . Units 1-9 are proposed to be connected by a sidewalk, whieh is also conneeted to the City <br /> trail along the western edge of the property. Units 10-15 will be connected by a separate <br /> sidewalk as will units 16-18, and units 19-23. There is not a sidewalk connecting all of the <br /> units on the property or eonnecting to the trail along Highway 96, though the trail along the <br /> western border of the property does connect to the Highway 96 trail. The sidewalk plan <br /> should be modified to have all ofthe building on the property connected by sidewalks. <br /> 11. Screening - Meets requirement for dumpster enclosures <br /> Section 6.EA of the Zoning Ordinance requires that residential properties be screened from <br /> non-residential property with screening that is at least 60 percent opaque and that mechanical <br /> equipment be screened. Additionally, Section 5.H.5 rcquires dumpsters to be screened from <br /> adjacent properties and the public right-of-way. <br /> The proposed landscaping plan will work to meet the 60 percent opaque screening <br /> requirement for business uses adjacent to rcsidential uses.
