Except along the access road <br /> to Hamline Avenue, the lumens along the remainder of the property line are O. <br /> 13. Grading, Drainage, and Utilities- <br /> The City Engineer has made several recommendations relative to grading, drainage, and <br /> utilities which are included in the Plan Review Comments section. The City Engineer's <br /> comments do not affcct the fundamental dcsign ofthe proposal. <br /> The applicant is required to obtain the necessary permits from the Rice Creek Watershed <br /> District in regard to drainage, erosion control, and stormwater. <br /> 14. Retaining Walls <br /> In the 200S proposal, there were seven retaining walls: two walls along highway 96, a wall <br /> near the wetland in the northeastern portion of the property, a wall near the daycare, two <br /> walls southeast of unit IS (as numbered on the new proposal), and a wall east of unit IS (as <br /> numbered on the new proposal). <br /> . The revised proposal includes three retaining walls: a retaining wall southeast of unit 15 near <br /> the wetland, a retaining wall northeast of unit 18 near the wetland, and a wall along the <br /> eastern border of the property near the daycare. The revised proposal does not include a <br /> retaining wall along Highway 96. <br /> 15.
