----------
Preliminarv Plat Review ,
1. Lots Size I Area. The minimum lot sizc for a single developmcnt in the NB district is ..
13,000 square feet with minimum lot dimensions of 100 feet by 130 feet. The proposed
development totals about 297,752 square feet with a lot depth of277.66 feet and a lot
width of 1072.90 feet. Lots for individual units range in size from about 2, I 00 square
feet to 2,800 square feet. The typieal interior lot has dimensions of32 feet by 70 feet.
The typical end lot has dimensions of 40 feet by 70 feet.
2. Easements and Right-of-Way. City subdivision regulations require easements at least
twelve (12) feet wide centered on lot lines for utilities and shall be dedicated to the City.
It should be noted that the City will not assume responsibility for maintenance ofthese
areas. Rather, the easement would allow access if it is ever necessary to enter these
areas. The plat should indicate these easements.
In conjunetion with the plat, the applicant should dedicate for public use those areas that
currently extend into existing right-of-way and streets. More specifically, the proposed
preliminary plat should dedicate to Ramsey County the portions of property that currently
extend into Highway 96 right of way. In addition, the applicant should dedicate the
pedcstrian trail at the west side of the property to the City. The existing pedestrian
walkway easement that runs north and south through the property will need to be vacated.
A public hearing with the City Couneil will be required for the vacation before the final
plat is approved.
The applicant may to grant the daycare center a cross access easement so that daycare .
center traffic can legally utilize the development's Highway 96 aceess. Such easements
should be recorded with Ramsey County and a copy submitted to the City.
3. Utilities. See the Plan Review Comments listed above for the City Engineer's comments
relative to utilities in Attachment 3D-2.
4. Park Dedication. Since this property is currently owned by the City, the park dedication
has been arranged through a purchase agreement between the City and the developer.
The purchase agreement lists a park dedication fee of $40,000.00.
City of Arden Hills
Planning Commission Meetingfor August 2.2006
\\Metro-inctus\ardenhills\Planning\Planning Cases\1006\06-023 Royal Oaks pun & Preliminary Plat (PENDING)\071706 Royal Oaks PUD & .
Preliminary Plat-doc
Page 19 of24
