<br /> Thc City's parking regulations do provide for shared parking as long as there is an <br /> agrcement between the owners of the two properties. The applicant has submitted a <br /> . signed agreement between thc two properties for sharcd parking that will last through <br /> March 31, 2010, which is whcn the current building leasc expires, According to a letter <br /> submilted by the owners of 1260 Grey Fox Road, the two propcrtics havc been sharing <br /> parking for more than twenty years, <br /> F. ADA Parking Requirements- <br /> Although the City does not have specific American with Disabilities Act (ADA) <br /> requirements in the Ordinances, the applicant is required to meet ADA regulations. For <br /> the 67 stalls on the site, at least three of the stalls must be ADA accessible from the main <br /> entrance. It appears that there are two ADA stalls currently on the sitc; however, the <br /> proposal indicates that there would only be one ADA parking stall, To make the single <br /> ADA parking stall shown on the site plan fully accessible from the main entrance, there <br /> must be a curb cut and a maximum slope of I to 20 along the sidewalk to the main <br /> entrance. <br /> Two additional ADA parking stalls must be provided to be in compliance with ADA <br /> regulations. The Building Official would need to review the locations and accessibility <br /> for the two stalls to ensure that they are in compliance with ADA regulations. <br /> G, Drainage <br /> . The City Engineer has reviewed the proposal and her comments are attached <br /> (Attachmcnt 3A-2), Upon reviewing the proposal, the City Engineer has determincd that <br /> the regional drainage pond for the Grey Fox Road area is adequately sized to <br /> accommodate the small increase in runoff from the additional impervious surface. <br /> 3. Special Use Permit - Section 8.D.3.b <br /> Section 8,D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a Special <br /> Use Permit, which is also used for site plan reviews. The Planning Commission and City <br /> Council shall consider the effect of the proposed use upon the health, safcty, convenience and <br /> general welfare of the owncrs and occupants of the surrounding land, in particular, and the <br /> community as a whole, in general, including but not limited to the following factors: <br /> L Existing and anticipated traffic and parking conditions; <br /> 2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3, Drainage; <br /> 4.
