The project shall be completed in accordance with the plans submitted as part of the . <br /> master plan amendment and site plan review application. Any significant changes to <br /> these plans, as determined by the City Planner, shall require review and approval by <br /> the Planning Commission. <br /> 4_ The master plan amendment and site plan review shall automatically expire and <br /> become void onc (I) year from and after the date on which the Council granted such <br /> approval if work on the project has not begun within that time period. <br /> 5. The applicant shall obtain any ncccssary pcrmits from Ricc Crcek Watershed, the <br /> Minnesota Pollution Control Agency (MPCA), and any other necessary permits <br /> before a building pcrmit is issued. The City shall be copied with all required permits. <br /> 6. Any changes to the grading, erosion, or drainage plans shall be submitted to the City <br /> Engineer for approval. <br /> 7. The applicant shall comply with conditions recommended by the City Engineer in the <br /> July 24, 2005, memo to the City Planncr. Updated sitc plans shall be submitted for <br /> approval by the City Engineer and Fire Marshal before any building pennits are <br /> issued. <br /> S. If noise from the building exceeds MPCA noise regulations for residential areas at the <br /> property linc, the applicant shall reduce noise by any means necessary to be in <br /> compliance with MPCA regulations. If any complaints regarding noise are made to <br /> the City, the applicant shall bc rcsponsib1e for providing decibel measurements from <br /> the property line. <br /> 9. A traffic study shall be conducted and submitted to the City for review to determine if <br /> road improvcmcnts are needed prior to the submission of any application(s) that . <br /> would cause the total new square footagc to cxceed 419,500 square fcet since thc <br /> Mastcr Plan was approved in 2002- <br /> 10. The landscaping plan shall be modified so that at least 30 percent of the trees are in <br /> the 3.5" to 4" caliper range and 20 percent of the trees are in the 4.5" to 5" caliper <br /> rangc. The number of trees in the 2" to 3" caliper range shall not be more than 50 <br /> percent of the trees in the landscaping plan. The modified plan shall be submitted <br /> prior to the issuance of any building permits and is subject to approval by the City <br /> Planner. <br /> II. The mechanical equipment shall be fully screened from all adjacent properties and the <br /> public right-of-way. <br /> 12. The applicant shall provide four handicap access parking spaccs per the Americans <br /> with Disabilities Act requirements. <br /> ]3, Thc applicant shall provide an "as built" survey upon completion of the project that <br /> includes all required changes. <br /> Chair Sand asked how many mature trees would be lost.
