Since we endorse those comments unequivocally, we believe that the <br />revised final plans should comply with rather than be responsive to them. "Responsive" . <br />according to the dictionary means "making answer or reply" or simply "answering." <br />Nos. 2-8 are conditions on which we have no comment or with which we agree. <br />No.9 deals with signage. Notwithstanding the 30 square foot maximum unit wall <br />signage allowed by ordinance in the NB district, we previously recommended a <br />maximum of 6 square feet, which has been ignored. Signage in a very similar Royal <br />Oaks development in LakeviIIe, of which you have seen color photographs, currently <br />appears to fall within that limit. In any event, unit wall signage should be limited to not <br />over 15 square feet, wbich we understand units in the Lakeville development may be <br />permitted. <br />We also objeet strongly to the 60 square foot internally illuminated sign proposed to be <br />allowed on the north wall of building 26-30 that would be visible over the holding pond <br />from Highway 96. In our view it would detract substantially from the "townhome" <br />appearance of the development. <br />Nos. 10-15 are eonditions which we previously recommended and which received zero <br />acknowledgment or attention in the July 6 staff recommendations. It deals with the <br />problematie Hamline Aveuue/Karth Lake Circle/Site Access interseetion. At the very <br />least, the plat should be revised to show larger than standard radii (50-foot recommended) <br />on the northwest and southwest comers ofthat intersection as recommended by the traffic . <br />study (on page 14 of Attachment 4b-3 to the June 1 staff recommendations) and <br />concurred in by the Ramsey County traffic engineer Dan Soler as item 4 in his <br />memorandum of May 20, 2005 (Attachment 4a-4 to the June 6 staff recommendations). <br />If the project is approved, the additional condition should require construction of the radii <br />at that intersection in the initial phase of development. <br />In summarv, we continue to obiect to this proiect. but ask that if you recommend <br />approval to the Citv Council, at the very least vou retain or strengthen the present staff <br />conditions 2-8 and 10-15, and in addition: <br />1) In condition No.1, require compliance with and not merely responsive to the many <br />comments from the Plan Review Comments section ofthe staff report; <br />2) In condition No.9, limit unit wall signage to not over 15 square feet and preferably <br />not over six square feet, and delete permission for any sign on the north wall of units <br />25-30; <br />3) Add a condition No. 16 requiring that the recommended 50-foot radii at Hamline <br />A venue be shown on the plat and be constructed in the initial phase of construction of <br />the development." <br />Commissioner McClung stated in order to construct a 50-foot radii would require some <br />easement from the townhome association. He asked if the townhome association had <br />discussed this. <br />Dave Ehresman, 1481 Arden View Drive, President of Arden HiIIs Townhomes North, . <br />stated they did not favor the lighted, illuminated sign on the building. With respect to the <br />50-foot radius curve he offered the townhome association was willing to negotiate an <br />------..---- <br />
