Subsequent to the Planning Commission meeting, the Staff contacted Ramsey . <br /> County Public Works (Jim Tolaas) to see if the proposed structure would interfere with the <br /> any proposed reconstruction activity proposed by Ramsey County in relationship to Highway <br /> 96. The Staff was informed that the proposed structure would not interfere with any of the <br /> planned construction activities by Ramsey County. <br />2. Case #98-06, Site Plan, Scott Roberts, 1160 Red Fox Road <br /> Request. The petitioner is requesting approval ofa site plan to facilitate the construction of <br /> a one story 15,000 square foot office building at the southeast corner of Red Fox Road and <br /> Dunlap Street on a 1.39 acre site zoned B-4 (Exhibit B). The request includes variances for <br /> lot size (1.39 acres provided when 2.0 acres are required) and parking lot setbacks (20 feet <br /> from right's-of-way and 10 feet from property lines are provided, when 50 feet from right's- <br /> of-way and 20 feet from property lines are required). <br /> Background. The property is within the Lexington Fox Business Center. The basic purpose <br /> of this area is to convert the existing light manufacturing uses on either side of Dunlap Street <br /> into a large retail hub (Big Box retail). This property is the only vacant property on Dunlap <br /> Street. The other buildings on this block as essentially fully occupied. The City placed the <br /> properties along Dunlap Street into the B-4 zoning district. However, the City did not put <br /> into place the financial mechanisms ie., TIF District) to facilitate the transition from <br /> industrial uses to retail uses. <br /> Deadline for Agency Actions . <br /> The City of Arden Hills received the complete application for this request on February 2, <br /> 1998. Pursuant to Minnesota State Statute the City must act on this request by Friday, April <br /> 3, 1998 (60 days), unless the City provides the petitioner with written reasons for an <br /> additional 60 day review period. The additional review period would extend to Tuesday, <br /> June 2, 1998. The City may with the petitioners consent extend the review period beyond <br /> the Tuesday, June 2, 1998, date. <br /> Lastly, if the City denies the petitioners request, "... it must state in writing the reasons for <br /> the denial at the time that it denies the request." <br /> Recommendation. The Plalll1ing Commission recommends approval of the Site Plan <br /> Review for a 15,000 square foot office with a lotsize variance (1.39 acres provided when 2.0 <br /> acres are required based on the "Findings - Lot Size Variance") and parking lot setback <br /> variances (20 feet from rights-of-way and 10 feet from property lines are provided, when 50 <br /> feet from right's-of-way and 20 feet from property lines are required based on the "Findings- <br /> Parking Lot Setback Variance"), at 1160 Red Fox Road, in Planning Case 98-06, subject to <br /> the following conditions: <br /> 1. Compliance with the requirement of the Rice Creek Watershed District. <br /> 2. Modification of the landscape plan to provide for two 5 caliper inch trees rather than <br /> two 4.5 caliper inch trees. . <br />
