None. <br />4. Case #96-26A, Special Use Permit Amendment - Condition #6, Bethel College, 3900 Bethel <br /> Drive <br /> Request. The applicant requests approval of an amendment to their Special use Permit (SUP) <br /> for Bethel College by updating the traffic generation numbers for the SUP (Exhibit E). <br /> Background. Bethel College is currently operating on a Special Use Permit (SUP) which <br /> was issued in March of 1978 in Planning Case 78-5. In September of 1980 the Master Plan <br /> was amended to allow for site plan approval of those requests which were in conformance <br /> with the Master Plan. In December of 1996 the applicant received approval of the Updated <br /> Master Plan (to be effective for a 10 year period ending with the 2006-2007 school year) in <br /> Planning Case 96-26. As part ofthat approval (condition #7) Bethel College was to prepare <br /> a comprehensive traffic impact study within one year. The traffic impact study has been <br /> completed as is being presented for your review and approval. <br /> The Special Use Permit (78-5) includes a condition (#6) which states; 'Traffic generated by . <br /> the normal college use shall not exceed volumes anticipated for low to medium density <br /> (approximately 3 to 4.5 dwelling units per acre) residential development of the site <br /> (approximately 3200 to 3300 trips per day)". <br /> The applicants traffic impact study concludes that the existing average weekday vehicular <br /> traffic at Bethel College is 4,840 vehicles per day. The applicant is requesting that they be <br /> allowed to update the trips per day in condition #6 of SUP 78-5 from 3,300 to 5,760. The <br /> essential argument that the applicant uses to advance this request is that the number of trips <br /> per day from residential neighborhoods have increased since 1978. <br /> Deadline for Agency Actions <br /> The City of Arden Hills received the complete application for this request on February 2, <br /> 1998. Pursuant to Minnesota State Statute the City must act on this request by Friday, April <br /> 3, 1998 (60 days), unless the City provides the petitioner with written reasons for an <br /> additional 60 day review period. The additional review period would extend to Tuesday, <br /> June 2, 1998. The City may with the petitioners consent extend the review period beyond <br /> the Tuesday, June 2, 1998, date. <br /> Lastly, if the City denies the petitioners request, "... it must state in writing the reasons for <br /> the denial at the time that it denies the request." <br /> . <br />
