The Planning Commission recommends approval of the Special Use <br /> Permit Amendment modifying condition # 6 to state: "Traffic generated by the normal <br /> college use shall not exceed volumes anticipated for low to medium density (approximately <br /> 3 to 4.5 dwelling units per acre) residential development of the site (5,760 trips per day)", <br /> in Plalll1ing Case 96-26A. <br /> Updates. I have attached the two handouts at the meeting, one from the City Engineer the <br /> other from the applicants engineer as Exhibit F. <br />5. Case 98-07, Bethel College - 3900 Bethel Drive, Site Plan (new Residence Hall & <br /> Building expansion) <br /> Request. The petitioner is requesting approval of a site plan to allow for the construction <br /> of a new 276 unit residence hall and a 33,936 square foot addition to the existing Science, <br /> Art, and Technology building on the interior portion of the Bethel College campus (Exhibit <br /> G). The request also includes height variances for the residence hall (42 feet 8 inches is <br /> proposed, when 35 feet is the maximum allowed) and the addition to the Science, Art, and <br /> Technology building (47 feet is proposed, when 35 feet is the maximum allowed). <br /> Background. Bethel College is currently operating on a Special Use Permit (SUP) which <br /> was issued in March of 1978 in Plalll1ing Case 78-5. The Master Plan was last amended in <br /> September 8, 1980 to allow site plan approval for those requests which were in conformance <br />. with the Master Plan. The proposed addition was shown on the previously approved Master <br /> Plan (updated) which was approved in Planning Case 96-26 (Exhibit I). Obviously, the <br /> approval of this construction will be contingent on the approval of the amendment to the <br /> Special Use Permit in Planning Case 96-26A. <br /> Deadline for Agency Actions <br /> The City of Arden Hills received the complete application for this request on February 2, <br /> 1998. Pursuant to Milll1esota State Statute the City must act on this request by Friday, April <br /> 3, 1998 (60 days), unless the City provides the petitioner with written reasons for an <br /> additional 60 day review period. The additional review period would extend to Tuesday, <br /> June 2, 1998. The City may with the petitioners consent extend the review period beyond <br /> the Tuesday, June 2, 1998, date. <br /> Lastly, if the City denies the petitioners request, "... it must state in writing the reasons for <br /> the denial at the time that it denies the request." <br /> Recommendations.
