Observation of the east entrance time versus vehicle traffic reveals obvious . <br /> problems also. Several days show heavy traffic early morning hours (i.e., after midnight) and <br /> lesser traffic during afternoon traffic. Incremental time versus vehicle traffic for the east <br /> entrance during the fall semester is therefore considered invalid. However, the problem with <br /> the east entrance counter appears to have arisen in the data downloading stage, not in the <br /> actual recording stage (direct observation by SCI personnel of the counter's visual readout <br /> appeared correct with respect to passing vehicles). Therefore, daily counts recorded by SCI <br /> personnel are considered valid and are used in the traffic analysis. <br /> Vehicle counts recorded by direct observation of the campus' east entrance are summarized <br /> in Table 1 below. As shown in the table, during the times of direct observation. 64 percent <br /> of the traffic using the east frontage road was internal (i,e., to or from campus) and <br /> 36 percent was external (i.e., to or from Snelling Avenue), <br /> Table 1 . The number of calendar days within each semester was used to compute an annual <br /> "weighted average" traffic at each location.
