3. Business Relations Committee. The Business Relations Committee (BRC) continues to
meet one-on-one with 10-15 businesses per month. The BRC at its next meeting has .
invited Kitty Rhoades of the Chamber of Commerce, to discuss potential collaborative
efforts between the two organizations.
TCAAP
Dwayne Stafford and myself met with representatives ofNSP, at their request, to discuss their
power supply plan for the area. NSP currently has an underground mainline which extends from
Highway 96 and Hamline Avenue, north along the extension of Hamline Avenue, to County
Road I where its connects to a distribution system for the homes north and east of TCAAP. The
underground facility is in poor condition and needs to be replaced. The replacement cost
(underground) is in excess of$I,OOO,OOO. NSP approached the Minnesota National Guard
regarding the possibility of placing this underground utility overhead. The Minnesota National
Guard does not wish to have an overhead utility in this location. Therefore, NSP approached
Ramsey County regarding placing an overhead utility along Highway 96 (north side), Lexington
Avenue (west side), and County Road I (south side). Ramsey County approved NSP's request.
The City Council may wish to comment on this issue, as the new overhead utilities would be
directly in front of the new City Hall. NSP estimates that the cost of undergrounding all or part
of the Highway 96 utilities would range from $40,000 to $80,000. The Staff would appreciate
direction from the City Council on how it wishes to pursue or not to pursue alternate designs
and/or locations for this new utility.
North Metro I35W Corridor Coalition
The Staff has not yet received feedback from the Metropolitan Council on the County Road D, .
Neighborhood Commons grant application. The City is scheduled to be hooked up to the
Coalition server the week of August 24th, which would allow us to electronically interact with
the other member cities, as well as to receive the current Ramsey County property records data
sets.
EDA
The Staff continues to work with Welsh Companies and their excavator Rehbein to verify the
soil correction cost for the Phase II, III, and IV of the Gateway project. As the City Council will
remember as part of the development agreement with Welsh Companies the City agreed to pay
up to $250,000 for soil correction costs on the project. The Staff is reviewing the billing to
determine the eligibility of the various components so that the EDA may authorize the release of
the appropriate funds.
.
---
