The Planning Commission recommends approval of Planning Case #98- . <br /> 09, Special Use Permit for a 15, I 02 square foot City Hall, at the southeast comer of Sunfish <br /> Lake, subject to the following conditions: <br /> 1. If the City Hall construction precedes the reconstruction of Highway 96, the City will <br /> coordinate with Ramsey County for the provision of a temporary median cut; <br /> 2. Reorganize the employee parking area to minimize conflicts; <br /> 3. The smallest amount of bare ground is exposed for as short as time as feasible; <br /> 4. Temporary ground cover, such as mulch, is used and permanent ground cover, such <br /> as sod, is established; <br /> 5. Methods to prevent erosion and trap sediments are employed; <br /> 6. Fill is stabilized to accept engineering standards, approved by the City Engineer; <br /> 7. Approval of the grading, sedimentation, and erosion control plan by the RCWD; <br /> 8. Modification of the landscape plan such that the appropriate number of caliper inches <br /> has been provided in the 4.5 inch to 5 inch range; <br /> 9. Compliance with the Sign Ordinance; and <br /> 10. That the entrance way detailing be studied to assure adequate protection for ice and <br /> water runoff from the roof. <br /> Updates. The project architect will be presenting the entrance way details at the meeting. <br /> 2. Case #98-20, Variance - Rear & Side Yard Setback (garage attached), Dan & Stacy <br /> Kubat, 3459 Lake Johanna Boulevard . <br /> Request. The applicant is requesting approval of a rear yard setback variance (24 feet <br /> proposed, when 30 feet is required) and a side yard setback variance (five feet proposed, <br /> when eight feet is required) for an attached garage/house addition on a single family lot <br /> zoned R-2 (Exhibit B). <br /> Background. The applicant currently has a 1,008 square foot house (28 feet by 36 feet) and <br /> a detached 484 square foot garage (22 feet by 22 feet). The detached garage is currently 24 <br /> feet from the west property line. The applicant wishes to rebuild the existing detached <br /> garage at its current size in its current location and attach it to the existing house with a 588 <br /> square foot house addition (21 feet by 28 feet) which would bring the size of the home up <br /> to 1,596 square feet. The rebuilt garage requires the rear yard setback variance (24 feet <br /> proposed, when 30 feet is required) and the house addition requires the side yard setback <br /> variance (five feet proposed, when eight feet is required). <br /> Deadline for Agency Actions. The City of Arden Hills received the complete application <br /> for this request on July 10, 1998. Pursuant to Minnesota State Statute the City must act on <br /> this request by Tuesday, September 8, 1998 (60 days), unless the City provides the petitioner <br /> with written reasons for an additional 60 day review period. The additional review period <br /> would extend to Friday, November 7, 1998. The City may with the petitioners consent <br /> extend the review period beyond the Friday, November 7, 1998, date. <br /> . <br /> --- ----.- <br />
