<br /> Administrator Comments for the August 3 I, 1998 Council Meeting <br /> Page Six . <br /> August 28, 1998 <br /> The City responded to MnDOT regarding a proposed "Park and <br /> Ridc" station near County Road H on the arsenal property. Staff <br /> has also continued meeting with Mr. Fix regarding the list of <br /> pending issues and how these items affect Arden Hills, <br /> b. Property Acauisitions <br /> Negotiations with the Indykiewicz family have continued. To-date, <br /> no agreement has been reached, The City has formalized an offer <br /> and served notice regarding the start of our intent to condemn the <br /> property, Staff hopes to still negotiate an agreement without <br /> proceeding to court, <br /> Preliminary conversations have been held with Bethel College <br /> regarding a potential joint park project on the ten (10) acres ofIand <br /> it owns west of Old Snelling Avenue. The City and Bethel have <br /> been working on site surveys, wetland delineation, traffic analysis, <br /> and soil borings to better analyze the potential of the site, Bethel is <br /> expected to be in attendance at the September 21, 1998 Council <br /> Worksession to discuss the potential project. Should the proposal . <br /> be received positively by the Council, staff would recommend that <br /> the Parks Commission be dirccted to work with Bethel and begin <br /> meeting with neighboring property owners. <br /> 4. Community Rcpresentations <br /> As City Administrator, I've attended a variety of meetings representing the <br /> City this past month. Among others, these have included the Ramsey <br /> County Sheriffs Contract Group, TUG, J-35W Corridor Coalition, <br /> MnDOT, Ramsey County, Metro East, North Suburban Cable <br /> Commission, Department of Army, and MCMA. <br /> 5. Finance Departmcnt <br /> With the complction of the commercial water meter rcplacement project <br /> this quarter, utility customers were billed for deduct meters (i.e., lawn <br /> sprinklers, cooling towcrs, humidification, etc.) while the water utility has <br /> absorbed the costs ofreplacement domestic meters. The deduct meter <br /> billings totaled approximately $17,500, <br /> Staff has begun thc process of administratively stepping up collection <br /> activities for delinquent utility customers prior to the annual certification. <br /> Currently, seventy-six (76) customers have delinquencies totaling $31,055 <br /> (average $408,62). . <br />
