<br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 14, 1998 6 <br />designated turn lane into the mobile home park would allow traffic to filter through easily. He e <br />indicated, as far as number estimates with current development, there is shown to be <br />approximately 550 left turns per hour during peak time and this number is expected to build. <br />Mr. Fritsinger stated this is a long term issue which may not be an immediate need, but should <br />there be additional development or growth of the mobile home park, providing this access WOll1d <br />be necessary at that time. <br />Regarding the water main, Mayor Probst stated there is no reason to believe it's not in good <br />condition and it may be worthwhile leaving it thcre since it could be used as a future service <br />connection for the site. He indicated the dollar value should be considered. <br />Mayor Probst referred to the indication of a four foot sidewalk and asked if this was being used <br />as a filler in the median. <br />Mr. Brown stated that is the current proposal and when the project is completed, the area will be <br />landscaped. <br />Mayor Probst referred to pages five and six of the report and inquired why the estimated cost to <br />Ramsey County dropped. <br />Mr. Brown asked if Mayor Probst was referring to the 5299,870. <br />Mayor Probst stated he was. . <br />Mr. Brown indicated the 5299,870 is the City's cost, not the County's. <br />Mayor Probst noted that, in thc schedule, thcrc is a request to combinc both phases I and II of <br />the West Round Lake Road project and asked for additional discussion about the logic of this <br />proposal. He stated there seems to be quite a bit of work to be donc and it seems beneficial to <br />have a contractor out as soon as possible. <br />Mr. Fritsinger stated there are two sign; ficant reasons why these are seen as separate projects. <br />Firstly, the first segment is not being pursued under an assessment program, it's being funded <br />solcly by TIF funds. The remainder of the construction will be an assessment project so it is <br />impo11ant to keep the two separate. The second issue is the timing. The intent is that this first <br />segment would be stal1ed yet this year, versus Round Lake Road being a 1999 project. <br />He indicated, based on where the project is with the design issucs on the rest of Round Lake <br />Road, he is unclear if the projects can be piggy backed at this time. <br />Councilmember Malonc asked, duc to the conccrn in timing, if a lraftic signal could be <br />purchased to hang above the road. <br />Mr. Fritsinger stated he doubted MNDOT would allow signals that close to the I-35W ramps. <br />He indicated that the intent in conversations with the developer has been an option to hire an . <br />officer during peak hours to control traffic, with the developcr paying a certain percentage of <br />those costs. <br />---- ---...------- <br />
