<br /> . <br /> . <br /> _ CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: November 9, 1998 <br /> TO: Mayor and City Council <br /> FROM: Kevin Ringwald, Assistant to the City Administrator <br /> SUBJECT: November Planning Case 98-28 <br /> Case #98-28, Comprehensive Plan Update, City of Arden Hills <br /> Reqnest. The City requests approval of the state-mandated update to the Comprehensive <br /> Plan (Copy provided in Planning Commission packet). <br /> Background. The Minnesota Statute, Chapter 473.864, Subdivision 2, states in relevant <br /> part that: "By December 31,1998, and at least once every ten years thereafter, each local <br /> governmental unit shall review and, if necessary, amend its entire comprehensive plan <br /> and its fiscal devices and official controls... ". Pursuant to this mandate by the State of <br /> e Minnesota, the City Council directed the Planning Commission to prepare an update to <br /> the Comprehensive Plan. To assist the Planning Commission in the preparation of this <br /> update, the City hired the firm of McCombs Frank Roos Associates, Inc. (MFRA). <br /> Public Involvement. The Planning Commission conducted its kick-off meeting of the <br /> Comprehensive Plan Update on Wednesday, January 21,1998. The purpose of the kick <br /> off meeting was to identify the major topical areas for the update and the public <br /> involvement process to be utilized in the update. The Planning Commission identified <br /> the following areas for inclusion into the update Introduction, Community Goals, Plan <br /> Elements (land use, TCAAP plan, housing, transportation, natural resources, public <br /> facilities, and parks and recreation), and Implementation. <br /> , <br /> The major modification identified for the update was the inclusion of the TCAAP reuse <br /> plan. Given that the TCAAP reuse plan had undergone extensive public debate and south <br /> of Highway 96 no major modifications were anticipated. The Planning Commission <br /> determined that a City Council/All Committee meeting (a representative sample of the <br /> community) in the beginning of the process and a public hearing at the end of the process <br /> would be the appropriate vehicle for public involvement in the update process. To this <br /> end, the Planning Commission hosted a City Council! All Committee meeting on <br /> Wednesday, March 18, 1998. The purpose of the meeting was to identify and prioritize <br /> issues related to the update. Subsequent to the City Council/All Committee meeting, the <br /> Planning Commission, MFRA, and Staff have been meeting once or twice per month <br /> e working on the identified issues related to the update. <br />
