<br /> - <br /> --..- <br /> . <br /> . <br /> EXECUTIVE SUMMARY - Comprehensive Plan Update e <br /> The proposed Comprehensive Plan has nine chapters, which are: Chapter 1, Introduction; <br /> Chapter 2, Overall Goals; Chapter 3, Land Use; Chapter 4, Housing; Chapter 5, Parks and <br /> Trails; Chapter 6, Protected Resources; Chapter 7, Transportation; Chapter 8, Public <br /> Facilities and Services; and Chapter 9, Implementation. The following is a summary of <br /> the major components of each of these nine chapters. <br /> Chapter 1, Introduction. The Introduction identifies the setting of the community, <br /> regional location, map of current tax exempt lands, history and accomplishments of the <br /> community, community profile, and major employers of the community. <br /> Chapter 2, Overall Goals. The Overall Goals for the community provide the direction <br /> for the Comprehensive Plan. They were revised from the 1980 Comprehensive Plan and <br /> amended to address new issues and give the appropriate emphasis to reflect community <br /> values. <br /> Each Overall Goal is further defined by a set of policies, detailed in the topical chapter <br /> .relating to the goal. The goals of the update are to: Maintain the Existing <br /> Commercial/Industrial Land Use Mix (Chapter 3: Land Use); Create a Civic Center Area <br /> (Chapter 3: Land Use); Develop TCAAP Area (Chapter 3: Land Use); Strengthen <br /> Neighborhoods and Housing (Chapter 4: Housing); Maintain and Expand Park and Trail <br /> Facilities (Chapter 5: Parks and Trails); Protect and Enhance Natural Resources (Chapter <br /> 6: Natural Resources); Maintain and Improve Transportation Facilities (Chapter 7: _ <br /> Transportation); and Provide Needed Infrastructure and Public Facilities (Chapter 8: <br /> Public Facilities and Services). <br /> Chapter 3, Land Use. The Land Use element guides the development and <br /> redevelopment ofland within the City and identifies the future location ofresidential, <br /> commercial, industrial, and public/institutional land uses. It takes into consideration <br /> community goals and policies and the relationships between adjacent lands. Although <br /> each element of the Comprehensive Plan is important, land use issues are the most <br /> significant because of the direct impact it has on each property as well as transportation, <br /> utilities, parks and open space. , <br /> The major modification in the Land Use element is the incorporation of the TCAAP reuse <br /> plan. The TCAAP reuse plan is a culmination of the collaborative work of the Arden <br /> Hills TCAAP Task Force and the Vento TCAAP Re-Utilization Committee. The main <br /> modification, south of Highway 96, is the introduction of a new district, Neighborhood <br /> Business. Neighborhood Business are small, isolated areas for neighborhood commercial <br /> land uses when they are compatible with surrounding residential uses. Commercial uses <br /> that are high traffic generators, noise generators or similarly not compatible with <br /> residential neighborhoods are inappropriate. Typically Neighborhood Business areas will <br /> be located on intersections or nodes that are on the edge ofresidential areas, are not <br /> desirable for residential uses or have traditionally been occupied with neighborhood <br /> services. <br /> e <br /> --. ..---- <br />
