The Housing element contemplates working with the North Metro <br /> 1-35 W Corridor Coalition on a more detailed housing analysis and strategy in the near <br /> future. The Coalition will be able to more comprehensively research the existing <br /> housing stock and future housing needs of the member communities and portray it within <br /> an area-wide context. In addition, the Coalition will look at such factors such as land <br /> values, development patterns, and access to jobs and transportation when developing a <br /> sub-regional housing plan. This collaborative approach will more effectively serve the ' <br /> housing needs of residents in all communities than if each community created a housing <br /> plan independently. <br /> Chapter 5, Parks and Trails. The Parks and Trail element attempts to re-establish <br /> connections between parks and community destinations. The City is divided by several <br /> major highways and freeways, which present significant barriers and/or safety issues for <br /> pedestrians and bicyclists. Additionally, the element plans for future facilities for the <br /> TCAAP area involve: ajoint athletic facility for Arden Hills and the surrounding <br /> communities, a community park, a nature preserve, and four (4) neighborhood parks. <br /> The TCAAP area will be connected by a series of trails to the existing developed area <br /> .south of Highway 96 as it develops. <br /> Chapter 6, Protected Resources. The Protected Resources element proposes to <br /> establish a Lake Quality and Environmental Task Force. Lakes and their surrounding <br /> e watersheds need to be managed as sensitive and limited resources, requiring purposeful <br /> planning and action. The lack of management of this limited resource can lead to <br /> diminished water quality and can negatively effect public health, recreational activities, <br /> wildlife and fisheries communities, community quality oflife, and ultimately tax <br /> revenues through diminished property values. In addition to lake protection, several <br /> natural resources such as, endangered and protected species and habitats and historic sites <br /> have been identified as significant. These are identified as highly valuable and have <br /> features that may require special levels of protection. <br /> Chapter 7, Transportation. The Transportation element identifies several <br /> transportation challenges. Generally they are to provide access and mobility, to not <br /> overburden local streets and to maintain a safe community. The City will need to work <br /> closely with the state and regional agencies and be involved in decisions that affect the , <br /> community. Additionally, the creation of a Parkway system is being proposed. The <br /> Parkway system would improve the visual image and safety of the streets through design <br /> improvements. Lastly, a process for maintenance of the City's street is an important need <br /> as the community ages. Managing the timing and costs of maintenance and <br /> improvements is vital to keeping neighborhoods strong. <br /> e <br />
