Ramsey County owns, maintains and <br /> improves most of the routes chosen as parkways and gateways. Typically the <br /> County will pay for its standard upgrades and the City pays for additional <br /> improvements. The City needs to be involved with the County early on in the <br /> design process to ensure the improvements are in concert with the objectives <br /> and adopted guidelines for parkways. <br /> 6. Construction of improvements. <br /> Design Standards Minimum street and pavement widths are specifically <br /> required by the Subdivision Ordinance. Some streets, <br /> especially parkways, may warrant a special design outside <br /> of the ordinance requirements. The City may wish to <br /> develop a process to determine when the use of alternative <br /> street design standards are appropriate. The application of <br /> alternative street design standards may be appropriate in <br /> the case of: parkways, cul-de-sac's, addressing significant <br /> natural constraints (i.e., wetlands, steep slopes, etc.,), <br /> substandard right-of-way widths where expansion of the <br /> . right-of-way is not practical or inappropriate, assisting <br /> storrnwater management, and traffic calming where <br /> appropriate. <br /> , <br /> .
